BRIER CITY COUNCIL MINUTES

July 24, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:56 PM  and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Krienke, Steele, Gallagher, Nick and Joplin.

ABSENT:                                    Councilmember Kaemingk and Olson.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications:

Robert Pinkley 24100 Brier Rd, stated he has a daughter that rides her bike on Brier Road and was concerned about the corner of Vine and Brier and the fencing that had been there and if it was going to be put back up.

 

Reports of Committees & City Officials:

Councilmember Joplin stated that he was contacted by Dr. Goldbaum from the Snohomish County Health Board.

Councilmember Nick attended the July 11th Parks Board meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 10, 2012. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of, 2012. Councilmember Nick SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration the re-appointment of Steven Scott to Planning Commission Position #7 with a term to expire July 31, 2014 and Linda Myers to Planning Commission Position #6 with a term to expire July 31, 2014. Councilmember Joplin made a MOTION to approve re-appointment of Steven Scott to Planning Commission Position #7 with a term to expire July 31, 2014 and Linda Myers to Planning Commission Position #6 with a term to expire July 31, 2014. Councilmember Gallagher SECONDED.  Motion Carried.

 

Public Hearings:

Mayor Colinas opened the initial discussion to consider Ordinance No. 389.A regarding updating the City’s critical area ordinance in regard to stream typing for stream 0056 and Abbey View drainage. Mayor Colinas opened the public hearing on Ordinance No. 389.A at 7:10:42 PM. Mayor Colinas closed the public hearing at 7:11:36 PM.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Resolution No. 536 requesting that the Snohomish County Elections place Proposition #1 before the qualified electors within the Allview Heights Annexation Area on the November 6, 2012 ballot.  Councilmember Krienke made a MOTION to approve Resolution No. 536 requesting that the Snohomish County Elections place Proposition #1 before the qualified electors within the Allview Heights Annexation Area on the November 6, 2012 ballot. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration a decision regarding Ordinance No. 389.A regarding updating the City’s critical areas ordinance in regard to stream typing for stream 0056 and Abbey View drainage. Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas asked the Council to consider approval of funds for the purchase of Thermoplastic crosswalk/stop bar tape in an amount not to exceed $7,000. Councilmember Krienke made a MOTION to approve the purchase of up to $7,000 of Thermoplastic tape from Flint Industries. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas asked the Council to consider approval of funds for the purchase of a root cutter to help fulfill NPDES requirements in an amount not to exceed $4,500 with the funds coming from the NPDES stormwater grant. Councilmember Steele made a MOTION to authorize the Mayor to spend up to $4,500 on a Shamrock root cutter. Councilmember Gallagher SECONDED. Motion Carried.

 

Councilmember Gallagher made a MOTION to cancel the August 7, 2012 Brier City Council Workshop meeting. Councilmember Joplin SECONDED. Motion Carried.

 

Executive Session:

Mayor Colinas adjourned to Executive Session at 7:44 PM pursuit to RCW 42.30.140 to discuss collective bargaining negotiations there will be no action taken afterward and the meeting will last for one hour.

 

Adjournment:

Mayor Colinas declared the meeting adjourned at 7:44:45 PM.
