August 14, 2012
Workshop Minutes
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:16 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Krienke, Steele, Gallagher, Olson, Nick and Joplin.
Councilmember Kaemingk arrived at 7:02:02 PM
STAFF: Clerk-Treasurer
Swisher.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Kaemingk reported that Mayor Colinas,
Councilmember Krienke and he attended the RFA meeting on August 1st and
he will attend the RFA Finance meeting tomorrow evening August 15th.
Councilmember Steele attended a meeting to review
accounting software packages with the Mayor and Clerk-Treasurer Swisher on
August 3rd, attended the August 8th ESCA Volunteer
Compensation Board as well as the ESCA meeting on August 9th and
reviewed the claims on August 11th.
Councilmember Krienke attended the RFA meeting on
August 1st.
Councilmember Nick attended a Parks Board meeting
on August 8th prior to SeaScare beginning.
Councilmember Kaemingk, Olson and Mayor Colinas met
on August 2nd to discuss police negotiations.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of July 24, 2012. Councilmember
Steele made a MOTION to approve the Brier City Council Minutes of
July 24, 2012. Councilmember Nick SECONDED.
Motion Carried with Councilmember Olson abstaining.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for consideration approval of bond
release for Sunbrook Performance Bond in the amount of $115,252.50. Councilmember
Nick made a MOTION to approve the Bond Release for Sunbrook Performance
Bond in the amount of $115,252.50. Councilmember Olson SECONDED. Motion
Carried.
Mayor Colinas opened for consideration approval of bond
release for Mietzner Homes Right of Way bond permit
in the amount of $3,000.00. Councilmember Krienke made a MOTION to approve
the bond release for Mietzner Homes Right of Way bond
permit in the amount of $3,000.00. Councilmember Gallagher SECONDED.
Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of Resolution No. 537,
sponsoring the Washington
State Convention
Center’s request to join the Association of
Washington Cities Employee Benefit Trust. Councilmember
Joplin made a MOTION to approve Resolution No. 537, sponsoring
the Washington State Convention Center’s
request to join the Association of Washington Cities Employee Benefit Trust. Councilmember Gallagher SECONDED. Motion
Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Gallagher complimented how great both
National Night Out and SeaScare were last week.
Councilmember Nick wanted to give a shout out to
thank our volunteer Parks Board for all their work and effort for both of our
events last week.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the July 2012 Payroll
Checks. Councilmember Steele made a MOTION to approve
the July 2012 Payroll Checks No. 18565 through No. 18619 in the amount of
$133,516.50. Councilmember Nick SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of the July 2012 Claim Checks.
Councilmember Steele made a MOTION to approve
the July 2012 Claim Checks No. 23063 through No. 23128 in the amount of
$209,183.47. Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the July 2012 Checks.
Councilmember Steele made a MOTION to approve
the July 2012 Checks No. 10079 through No. 10083 in the amount of $9,742.04.
Councilmember Olson SECONDED. Motion Carried.
Adjournment:
Mayor Colinas adjourned to Executive Session pursuit to RCW
42.30.110(1)(C) to give a report on the police contract negotiations for 10
minutes and will come out and be adjourned into Workshop. 7:28:45 PM
