BRIER CITY COUNCIL MINUTES

October 23, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:10 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Councilmember Kaemingk attended the October 3rd RFA Meeting, and October 17th he attended the RFA Finance Meeting and Planning Commission Meeting.

Councilmember Krienke attended the October 3rd RFA Meeting.

Councilmember Nick attended the October 10th Parks Board Meeting and reviewed the Claims October 5th.

Councilmember Olson attended the Police Negotiations October 12th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 9, 2012. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of October 9, 2012. Councilmember Kaemingk SECONDED. Motion Carried. Councilmember Steele abstained.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of October 16, 2012. Councilmember Gallagher made a MOTION to approve Brier City Council Workshop Minutes of October 16, 2012. Councilmember Olson SECONDED. Motion Carried. Councilmember Kaemingk abstained.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the additional catch basin cleaning by Innovac, not to exceed an added $4000.00 and approval of the Mayor’s signature on the revised renewal agreement with PAWS for 2013-2015. Councilmember Krienke made a MOTION to approve the additional catch basin cleaning by Innovac, not to exceed an added $4000.00 and to approve the Mayor’s signature on the revised renewal agreement with PAWS for 2013-2015. Councilmember Gallagher SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the public hearing on Ordinance No. 407 levying the general taxes for the City of Brier for the year 2013 at 7:05:27 PM. There was no public in attendance. Mayor Colinas closed the Public Hearing at 7:06:04 PM.

 

Mayor Colinas opened for consideration approval of Ordinance No. 407 levying the general taxes for the City of Brier for the year 2013. Councilmember Krienke made a MOTION to approve Ordinance No. 407 levying the general taxes for the City of Brier for the year 2013. Councilmember Gallagher SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration the confirmation of the Mayor’s appointment of Brian Rodriquez to Park Board Position No. 2, with a term due to expire September 15, 2013. Councilmember Nick made a MOTION to approve the Mayor’s appointment of Brian Rodriquez to Park Board Position No. 2, with a term due to expire September 15, 2013. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval to authorize the Mayor’s signature on the consultant agreement with Pace Engineers, Inc. for city engineering services. Councilmember Steele made a MOTION to approve the Mayor’s signature on the consultant agreement with Pace Engineers, Inc. for city engineering services. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the confirmation of the Mayor’s re-appointment of Karla Wood to Park Board Position No. 3, Ken Overstreet to Park Board Position No. 4 and Ron Magnuson to Park Board Position No. 7, with terms due to expire September 15, 2016. Councilmember Nick made a MOTION to approve the Mayor’s re-appointment of Karla Wood to Park Board Position No. 3, Ken Overstreet to Park Board Position No. 4 and Ron Magnuson to Park Board Position No. 7, with terms due to expire September 15, 2016. Councilmember Gallagher SECONDED.

Motion Carried.

 

Mayor Colinas opened for consideration approval to release the Sullivan Tree Protection & Assurance Bond in the amount of $41,100. Councilmember Gallagher made a MOTION to release the Sullivan Tree Protection & Assurance Bond in the amount of $41,100. Councilmember Steele SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Nick attended Dog-O-Ween at Bobcat Park October 20th and there was a great turn out for the event.

 

Councilmember Nick made a MOTION to approve the order of new A-boards for the Park Board from Groovie Impressions in the amount of $1,103.32 from the Council Contingency Fund. Councilmember Gallagher SECONDED. Motion Carried.

 

 

 

 

Executive Session:

Mayor Colinas adjourned to Executive Session at 7:15:26 PM pursuit to RCW 42.30.140 to discuss collective bargaining negotiations there will be no action taken afterward.
