BRIER CITY COUNCIL MINUTES

November 13, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:17pm and the flag salute was given.

 

Roll Call:         

PRESENT:    Mayor Colinas, Councilmembers Gallagher, Kaemingk, Steele, Krienke, Nick and Olson.    

ABSENT:      Councilmember Joplin.

STAFF:          City Clerk-Treasurer Swisher and City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Krienke attended the November 7th RFA meeting.

Councilmember Steele attended the November 8th ESCA and on November 11th reviewed claims.

Councilmember Kaemingk attended the November 7th RFA and Planning Commission meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 23, 2012. Councilmember Gallagher made a MOTION to approve the Brier City Council Minutes of October 23, 2012. Councilmember Olson Seconded. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of November 6, 2012. Councilmember Nick made a MOTION to approve Brier City Council Workshop Minutes of November 6, 2012. Councilmember Olson SECONDED. Councilmember Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration of the consent agenda which included authorization of the Mayor’s signature on the Thyssen-Krupp Elevator contract renewal and authorization of the Mayor’s signature on the contract with Summit Law Group. Councilmember Krienke made a MOTION to approve the consent agenda as stated. Councilmember Steele Seconded. Motion Carried.

 

Hearings:

Mayor Colinas opened the public hearing on Ordinance No. 408 adopting the 2013 Operation Budget at 7:21pm. None of the audience in attendance wished to testify. Mayor Colinas closed the hearing at 7:22pm.

 

Mayor Colinas opened the discussion on Home Occupation License #BR12-087 Nessy’s House, a daycare located at 22005 Vine Road, by Jenesse Davis. Mayor Colinas stated that Councilmember Steele lives within the 300 feet of the proposed home occupation and asked if there were any objections to her participation. There were no objections. City Planner Gaudette gave a brief overview of the application. Jenesse Davis stated that she has been licensed in Washington before and also in Montana and is glad to have the opportunity to stay at home with her children and watch other children grow and bond with them at the same time. Mayor Colinas opened the public hearing on Home Occupation License #BR12-087 Nessy’s House, a daycare located at 22005 Vine Road, by Jenesse Davis at 7:26pm. Christine Elledge 22001 Vine Road has no objections to the business being run next door to her home. Mayor Colinas closed the public hearing at 7:30pm.

Councilmember Olson made a MOTION to approve Home Occupation License #BR12-087 Nessy’s House, a daycare located at 22005 Vine Road, by Jenesse Davis. Councilmember Nick Seconded. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Krienke made a MOTION to approve Ordinance No. 408 adopting the 2013 Operation Budget Councilmember Olson seconded. Motion Carried.

 

Mayor Colinas passed around a certificate for the Council to sign acknowledging Dee Williamson’s volunteer service to the city on several boards that will be given to her tomorrow evening.

 

Councilmember Kaemingk made a MOTION to cancel the Brier City Council workshop meeting of November 20th. Councilmember Nick seconded. Motion Carried.

 

Councilmember Krienke asked about the AWC notice that came out today and would our funding for the bridge work project be protected. Mayor Colinas confirmed that the two items were unrelated as our money is coming through a grant.

 

Councilmember Nick reported that one of our long time citizens Peggy Dare recently broke her leg. In addition, he stated that he has received several phone calls from citizens requesting that we put out the Police Beat and wanting to know why they haven’t seen it in months.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2012 Payroll Checks. Councilmember Steele made a MOTION to approve the October 2012 Payroll Checks No. 18732 through No. 18785 in the amount of $126,786.26 with Check No. 18619 being voided.  Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2012 Claim Checks.  Councilmember Steele made a MOTION to approve the October  2012 Claim Checks No. 23241 through No. 23305 in the amount of $155,128.16 with Checks No. 23239 and No. 23240 being voided. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2012 Checks. Councilmember Steele made a MOTION to approve October 2012 Checks No. 10103 through No. 10110 in the amount of $34,400.15. Councilmember Olson SECONDED. Motion Carried.

 

Adjournment:

Mayor Colinas declared the meeting adjourned at 7:46PM.
