BRIER CITY COUNCIL MINUTES

December 11, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:41 PM and the flag salute was dispensed with.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Steele, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Krienke and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Kaemingk and Mayor Colinas will attend the RFA meeting tomorrow evening.

Councilmember Steele reviewed the Claim checks on Saturday December 8th and reviewed the checks for ESCA on December 11th.

Councilmember Nick will attend the Park Board meeting tomorrow evening.

Mayor Colinas and staff interviewed three engineering firms for the Scriber Creek Bridge project. The Mayor is currently talking with Kpff to craft a contract and scope of work.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 27, 2012. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 27, 2012. Councilmember Steele SECONDED. Motion Carried with Councilmember Kaemingk abstaining.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of December 4, 2012. Councilmember Gallagher made a MOTION to approve Brier City Council Workshop Minutes of December 4, 2012. Councilmember Kaemingk SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for approval of the Mayor’s signature on the Transportation Improvement Board Grant Agreement for Project #3-P-114(001)-1 for the Arterial Preservation Project. Councilmember Steele made a MOTION to approve the Mayor’s signature on the Transportation Improvement Board Grant Agreement for Project #3-P-114(001)-1 for the Arterial Preservation Project. Councilmember Nick SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for approval to confirm the Mayor’s reappointment of Rebekah Weston to the Planning Commission Position No. 2 with a term set to expire on January 31, 2015. Councilmember Kaemingk made a MOTION to approve the Mayor’s reappointment of Rebekah Weston to the Planning Commission Position No. 2 with a term set to expire on January 31, 2015. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for approval to confirm the Mayor’s appointment of Fred Steele to the Library Board Position No. 1 with a term set to expire on December 31, 2016. Councilmember Gallagher made a MOTION to approve the Mayor’s appointment of Fred Steele to the Library Board Position No. 1 with a term set to expire on December 31, 2016. Councilmember Olson SECONDED.  Motion Carried.

 

Mayor Colinas opened for approval to confirm the Mayor’s appointment of Deb Jensen to the Library Board Position No. 2 with a term set to expire on December 31, 2016. Councilmember Gallagher made a MOTION to approve the Mayor’s appointment of Deb Jensen to the Library Board Position No. 2 with a term set to expire on December 31, 2016. Councilmember Kaemingk SECONDED.  Motion Carried.

 

Mayor Colinas opened for consideration to review and discuss Pace Contract for Stormwater Gap Analysis and code update to meet NPDES requirements. Robin Nelson of PACE Engineering gave a brief description of the work to be done and how they would bring our code up to date. Councilmember Gallagher made a MOTION to approve the Mayor’s signature on the contract for Stormwater Gap Analysis and code update to meet NPDES requirements with PACE Engineers with the amount not to exceed $27, 640. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Kaemingk made a MOTION to cancel the Brier City Council Workshop meeting of January 1, 2013. Councilmember Gallagher SECONDED.  Motion Carried.

 

Mayor Colinas gave the Council a copy of the draft welcome letter for the annexation area that will be going out this week.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the November 2012 Payroll Checks. Councilmember Steele made a MOTION to approve the November 2012 Payroll Checks No. 18786 through No.18803 and Check No. 25000 through Check No. 25043 in the amount of $115,952.24 with Checks No. 25001 through Check No. 25007 and 25022, 25023 and 25032 being voided. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the November 2012 Claim Checks.  Councilmember Steele made a MOTION to approve the November 2012 Claim Checks No. 25044 through No. 25094 in the amount of $142,613.92. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the November 2012 Checks. Councilmember Steele made a MOTION to approve 2012 Checks No. 10111 through No. 10117 in the amount of $51,871.69. Councilmember Kaemingk SECONDED. Motion Carried.
