BRIER CITY COUNCIL MINUTES

March 12, 2013

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:22 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Joplin.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Kaemingk reported that the February 20th Planning Commission was cancelled due to lack of a quorum and the meeting was rescheduled for February 27th. There will be an RFA meeting tomorrow evening.

 

Councilmember Steele reviewed the claims on March 10th and attended the ESCA audit exit conference on March 11th.

 

Councilmember Krienke stated that he will be at tomorrow evening’s RFA meeting along with Mayor Colinas and Councilmember Kaemingk.

 

Councilmember Nick will attend the Park Board meeting tomorrow evening March 13th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 26, 2013. Councilmember Kaemingk made a MOTION to approve the Brier City Council Minutes of February 26, 2013. Councilmember Steele SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration of CUP #13-001, Gernsa-Embaye secondary dwelling unit located at 3365 224th Place SW. City Planner Gaudette gave a brief overview of the application. There was Council discussion. Councilmember Krienke made a MOTION to approve CUP #13-001, Gernsa-Embaye secondary dwelling unit located at 3365 224th Place SW. Councilmember Gallagher SECONDED. 7:29:53 PM

Motion carried, 4 for/2 against.

 

Ordinances, Resoluations & Orders:

Mayor Colinas opened for consideration of Resolution #539, granting the Wynbrook II Preliminary Plat SUB #12-001. City Planner Gaudette gave a brief overview of the project and her recommendation to approve. There was Council discussion. Councilmember Steele made a MOTION to approve Resolution #539, granting the Wynbrook II Preliminary Plat SUB #12-001. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration of Resolution #531.A, granting final Plat to Wynbrook, SUB #08-001. City Planner Gaudette gave a brief overview of the project and her recommendation to approve. Councilmember Krienke made a MOTION to approve Resolution #531.A, granting final Plat to Wynbrook, SUB #08-001. Councilmember Gallagher SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas handed out some drawings that are conceptual for the Brier Park playground equipment replacement. Council discussion ensued to give direction on a design plan. Councilmember Nick will take the drawings to the Park Board meeting tomorrow evening.

 

Councilmember Olson stated that he is hearing from neighbors that the Police Beat is not being published again.

 

Mayor Colinas stated that we do not have items for next week’s workshop meeting and asked if the Council would like to cancel the meeting. Councilmember Gallagher made a MOTION to cancel the Council workshop meeting of March 19, 2013. Councilmember Olson SECONDED. Motion Carried.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the February 2013 Payroll Checks No. 25262 through No.25279 and Checks No. 25363 through No. 25395 in the amount of $123,203.66. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the February 2013 Claim Checks. Councilmember Steele made a MOTION to approve the February 2013 Claim Checks No. 25396 through No. 25403 and Check No. 25423 through No. 25477 in the amount of $264,815.62. Councilmember Nick SECONDED. Motion Carried.

 

Executive Session/ Adjournment:

Mayor Colinas stated the meeting was adjourned as there would be no business after they go into executive session pursuit to RCW 42.30.110(1)(d) to discuss Police Contract Negotiation Status at 8:16:45 PM  for approximately 15 minutes.
