Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:23 PM and the flag salute was dispensed with.

ABSENT:                                    Councilmember Joplin.

Reports of Committees & City Officials:

Councilmember Steele attended the ESCA board meeting on June 27^th, as well as reviewing the claim checks.

Mayor Colinas reported back for Councilmember Steele about the property on Old Poplar Way does not belong to the city.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of June 25, 2013. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of June 25, 2013. Councilmember Steele SECONDED. Motion Carried.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration approval for the release on the Sunbrook Maintenance Bond in the amount of $286,644.13. Councilmember Steele made a MOTION to approve the release on the Sunbrook Maintenance Bond in the amount of $286,644.13. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration to authorize Snohomish County for Roadway Striping in the amount not to exceed $15,000.00. Councilmember Kaemingk made a MOTION to authorize Snohomish County for Roadway Striping in the amount not to exceed $15,000.00. Councilmember Steele SECONDED. Motion Carried.

Mayor Colinas opened for consideration to authorize the purchase of the Thermoplastic from Flint Trading Company in the amount not to exceed $7,000.00. Councilmember Nick made a MOTION to authorize the purchase of the Thermoplastic from Flint Trading Company in the amount not to exceed $7,000.00. Councilmember Olson SECONDED. Motion Carried.

Hearings:

Mayor Colinas announced a public hearing on Ordinance No. 410, amending and adopting a revised Chapter 15.04 of the Brier Municipal Code relating to Building Code. Mayor Colinas opened the public hearing at 7:09:15 PM. No public was in attendance. Mayor Colinas closed the public hearing 7:10:05 PM.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for the decision regarding Resolution No. 541, authorizing investment of the City of Brier monies in the local government investment pool. Councilmember Krienke made a MOTION to approve Resolution No. 541, authorizing investment of the City of Brier monies in the local government investment pool. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for the decision regarding Ordinance No. 410, amending and adopting a revised Chapter 15.04 of the Brier Municipal Code relating to Building Code. Councilmember Gallagher made a MOTION to approve Ordinance No. 410, amending and adopting a revised Chapter 15.04 of the Brier Municipal Code relating to Building Code. Councilmember Nick SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas shared with the Council all the calls received pertaining to fireworks this year.

Mayor Colinas shared that we received a letter confirming T-Mobile’s desire to continue their lease with us.

Mayor Colinas suggested we cancel next week’s workshop meeting due to lack of business. Councilmember Olson made a MOTION to cancel the July 16, 2013 Council Workshop meeting. Councilmember Nick SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the June 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the June 2013 Payroll Checks No. 25842 through No. 25895 in the amount of $119,638.38. Councilmember Gallagher SECONDED.  Motion Carried.

Mayor Colinas opened for consideration approval of the June 2013 Claim Checks. Councilmember Steele made a MOTION to approve the June 2013 Claim Checks No. 25896, 25910 through No. 25963 in the amount of $353,664.17 and to void checks No. 25897 through No. 25909. Councilmember Nick SECONDED.  Motion Carried.
