BRIER CITY COUNCIL MINUTES
July 23, 2013
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:28 PM and
the flag salute was dispensed with.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.
STAFF: Clerk-Treasurer
Swisher.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Nick attended the July 10th
Park Board meeting.
Councilmember Steele will attend an ESCA budget
meeting this Thursday July 25th.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of July 9, 2013.
Councilmember Steele made a MOTION to approve
the Brier City Council Minutes of July 9, 2013.
Councilmember Nick SECONDED. Motion
Carried with Councilmember Joplin abstaining.
Consideration
of Bids, L.I.D.S & Related Matters:
Mayor Colinas
opened for consideration a motion regarding the bid for the Scriber Creek
Bridge Installation. Councilmember Gallagher made a MOTION
to reject the one bid received by R.L. Alia for the Scriber Creek Bridge
Installation. Councilmember Olson SECONDED.
There was Council discussion. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor
Colinas opened for consideration Ordinance No. 412; amending Title 3 regarding
small works projects. Councilmember Steele made a MOTION to approve
Ordinance No. 412, amending Title 3 regarding small works projects.
Councilmember Olson SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmember & City Officials:
Mayor Colinas discussed with Council the options of
pursuing and collection on the delinquent utility accounts. There was Council
discussion.
Mayor Colinas
asked for Council consideration to move the start time of the August 6th
meeting to accommodate National Night Out. Councilmember
Krienke made a MOTION to move the start time of the August 6th
Council meeting from 7:00 PM to 7:30 PM. Councilmember Nick SECONDED. Motion Carried.
Councilmember
Kaemingk asked how our retirement system is set up and what liability the City
would have. There was Council discussion.
Councilmember
Steele asked about placing the flashing lights at Poplar & 216th.
In addition she commented about how nice Brier
Park and Brierwood Park look.
Councilmember
Krienke addressed the grant applications for the Conservation Futures fund.
Councilmember
Nick made a MOTION to approve expenses for SeaScare in an amount not to
exceed $1,000. Councilmember Kaemingk SECONDED. Motion Carried.
Councilmember Nick complimented how City Light Woods
is looking cleaned up.
Mayor
Colinas reported that he met with a Department of Corrections representative to
acquire workers who need to put in community service hours. This is a separate
program than the work crews that come out of Monroe.
