BRIER CITY COUNCIL MINUTES
August 13, 2013
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:03:23 PM and
the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.
ABSENT: None.
STAFF: Clerk-Treasurer
Swisher.
Public
Requests & Oral Communications:
Shelly Magnuson – Brier; she understands that there
have been more thefts in the area and one directly in her neighborhood last
night. She asked for more communication, like flyers to the citizens about
these thefts to inform them and make them more aware of the situation.
Penny Ebright – Brier; their neighbor was robbed
and saw people in his neighbor’s driveway that looked suspicious approached
them and asked what they were doing, turned out it was their home that had been
burglarized. She would like more Police communication with the neighborhoods
letting them know of these thefts.
Al Ross – Brier; has noticed additional air traffic
over their house recently. He also stated that the construction site across the
street from his home is creating a lot of dust and when he asked the site
manager about the water truck and he was told it broke down. In response to the
two previous citizens’ concerns he suggested using cell tower GPS to try to
identify callers in the area of a burglary.

Councilmember Steele reviewed claims on August 10th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of August 6, 2013. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of August
6, 2013. Councilmember Olson SECONDED. Motion Carried with Councilmembers Steele and Kaemingk
abstaining.
Unfinished
Business:
Mayor Colinas opened for consideration the Public Defender Contract with
Greg Schrag. Councilmember Krienke made a MOTION
to approve the Public Defender Contract with Greg Schrag for $2,700 per
month through December 31, 2014. Councilmember Steele
SECONDED. Motion Carried.
Hearings:
Mayor Colinas opened the Public Hearing on Astound
Telecommunications Franchise Agreement, Ordinance No. 411 at 7:41:52 PM. There was no public comment. Mayor Colinas
closed the Public Hearing at 7:42:40 PM.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration of Resolution No. 542, revising
fees & charges for sewer connections. Councilmember
Joplin made a MOTION to approve Resolution No. 542, revising fees
& charges for sewer connections. Councilmember
Gallagher SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Nick reminded everyone of the SeaScare
Parade tomorrow evening.
Councilmember Krienke asked Clerk-Treasurer Swisher
how she likes the new accounting system. Clerk-Treasurer Swisher commented that
we are very happy with the product and the customer service that we receive
from the vendor.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the July 2013 Payroll
Checks. Councilmember Steele made a MOTION to approve
the July 2013 Payroll Checks No. 25965 through No. 25987, and Check No. 25992
through Check No. 26026 in the amount of
$134,843.83 with Check No. 26022 being voided.
Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the 2013 Claim Checks. Councilmember
Steele made a MOTION to approve the 2013 Claim Checks No. 25964,
25988 through Check No. 25991, and Check No. 26048 through Check No. 26112 in
the amount of $141,809.63 with check No. 25800 being
voided. Councilmember Nick SECONDED. Motion Carried.
