Mayor Colinas called the regular Brier City Council Meeting to order at 7:02:21 PM and the flag salute was dispensed with.

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Steele, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Krienke and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Steele attended an ESCA board meeting September 5^th and reviewed the claims September 7^th.

Mayor Colinas reported that the grant application that was submitted to Verdant Health is being revamped on their end but it still looks positive that we will receive the grant.

In addition, he stated that our Employee Benefit Trust with AWC will be moving to self-insuring and we will have a resolution coming to the Council in two weeks.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of August 27, 2013. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of August 27, 2013. Councilmember Steele SECONDED. Motion Carried with Councilmember Olson abstaining.

Unfinished Business:

Mayor Colinas opened discussion regarding the delinquent sewer accounts.

Council recessed for up to 10 minutes at 7:11:13 PM. The Council meeting resumed at 7:14:56 PM.

Councilmember Steele made a MOTION to authorize the Mayor’s signature on the professional services agreement between the City of Brier and the Armada Corp. for collection of delinquent sewer accounts; to forward 23 accounts a notice of intent to foreclose and forward 42 accounts to the Armada Corp. for collections. Councilmember Gallagher SECONDED. Motion Carried.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for discussion and authorization of the Mayor’s signature on a contract for special inspection services on the Scriber Creek Bridge project with Mayes Testing in an amount not to exceed $4,500.00. Councilmember Kaemingk made a MOTION to approve and authorization of the Mayor’s signature on a contract for special inspection services with Mayes Testing in an amount not to exceed $4,500.00. Councilmember Nick SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Gallagher made a MOTION to cancel the September 17, 2013 Council Workshop meeting. Councilmember Olson SECONDED. Motion Carried.

Councilmember Nick mentioned that he noticed work has begun at Locust Creek Park.

He also reported that the Parks Board is meeting with two other contractors for the Brier Park project and they hope to bring us their proposals in two weeks.

Mayor Colinas noted that the work on the Scriber Creek Bridge is due to begin this week.

Councilmember Steele complimented our Public Works crew for the nice work they have been doing in our parks.

Clerk-Treasurer Swisher reported that AWC will be holding an Elected Officials Program on December 7^th at Kenmore City Hall and asked if anyone was interested in attending to let her know for registration purposes.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the August 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the August 2013 Payroll Checks No. 26027 through No. 26046, No. 26114 through 26139 and Checks No. 26143 through No. 26171 in the amount of $178,100.84. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the August 2013 Claim Checks.  Councilmember Steele made a MOTION to approve the August 2013 Claim Checks No. 26047, 26140 through No. 26142 and No. 26172 through No. 26222 in the amount of $483,347.69 and void Checks #26113 and #26203. Councilmember Nick SECONDED. Motion Carried.
