BRIER CITY COUNCIL MINUTES
September 24, 2013
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:17 PM and
the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.
STAFF: Clerk-Treasurer
Swisher; City Planner Gaudette.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Nick attended the September 11th
Parks Board meeting.
Councilmember Steele attended the ESCA personnel
meeting on September 16th.
Councilmember Kaemingk attended a meeting here on
September 12th regarding the detention vault on 39th; in
addition he attended the Planning Commission meeting on September 18th.
Councilmember Gallagher attended the Library Board
meeting on September 11th.
Councilmember Joplin attended the Snohomish Health
District Board meeting on September 10th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of September 10, 2013. Councilmember
Nick made a MOTION to approve the Brier City Council Minutes of September
10, 2013. Councilmember Gallagher SECONDED.
Motion Carried with Councilmembers Joplin and Krienke
abstaining.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for review and approval of Supplement
No. 2 for engineering services for the Scriber Creek Bridge Project. Councilmember
Kaemingk made a MOTION to approve Supplement No. 2 for engineering
services for the Scriber Creek Bridge Project in an amount of $10,600.00.
Councilmember Joplin SECONDED. Motion Carried.
Mayor Colinas opened for consideration of the Planning
Commission recommendation for approval with conditions of Variance #13-001 for
Jack and Natalie Kennedy. City Planner Gaudette gave a brief overview of the
variance and recommended approval. Councilmember Kaemingk made a MOTION
to approve the Planning Commission recommendation for approval with conditions
of Variance #13-001 for Jack and Natalie Kennedy. Councilmember Olson SECONDED.
Motion Carried.
Mayor Colinas opened for consideration of the Planning
Commission recommendation for approval with conditions of Conditional Use
permit #13-002 for Jack and Natalie Kennedy. City Planner Gaudette gave a brief overview of
the Conditional Use permit and recommended approval. Councilmember Kaemingk
made a MOTION to approve the Planning Commission recommendation for
approval with conditions of Conditional Use permit #13-002 for Jack and Natalie
Kennedy. Councilmember Steele SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of Resolution No. 453
entering into an inter-local agreement with Association of Washington Cities
Employee Benefit Trust in a joint self-insured health and welfare benefit
program. Councilmember Gallagher made a MOTION
to approve Resolution No. 453 entering into an inter-local agreement
with Association of Washington Cities Employee Benefit Trust in a joint
self-insured health and welfare benefit program.
Councilmember Joplin SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas discussed the items to be discussed
at next week’s workshop meeting.
Councilmember Nick asked for an update for the
first CUP that we authorized earlier this year. In addition he asked for an
update on the street overlay project.
Councilmember Steele asked about the project
located on Brier Road
and the hydro-seeding that she has seen.
