Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:14 PM and the flag salute was given.

Councilmember Steele reviewed the claim checks on November 9, 2013.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 22, 2013. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of October 22, 2013. Councilmember Gallagher SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration the authorization of the Mayor’s signature on the Interagency Agreement with the Department of Ecology for the Regional Stormwater Monitoring Program and authorization for the purchase of the Canon 7270 Copier from Pacific Office Automation in the amount of $16,000 plus tax. Hearings:

Mayor Colinas opened the public hearing on Ordinance No. 414 levying the General Taxes for the City of Brier for the year 2014. The Public Hearing was opened at 7:04:55 PM. Vladan Milosavljevic Brier, WA expressed that it is outrageous that the City keeps raising the taxes. Councilmember Krienke made a MOTION to close the Public Hearing. Councilmember Kaemingk SECONDED. Motion Carried. The Public Hearing was closed at 7:06:02 PM.

Mayor Colinas opened the public hearing on Ordinance No. 408.A amending the 2013 Budget and making transfers from Funds 106, 107 and 115 to the General Fund to eliminate those funds from future budgets. The Public Hearing was opened at 7:07:21 PM. Councilmember Kaemingk made a MOTION to close the Public Hearing. Councilmember Nick SECONDED. Motion Carried. The Public Hearing was closed at 7:08:01 PM.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened the Public Meeting to consider the Annexation Petition of North Castle Way. City Planner Gaudette and Mayor Colinas gave an overview of the issues surrounding the annexation of this area. Councilmember Gallagher made a MOTION to continue the Public Meeting on the Annexation Petition of North Castle Way to the date certain of February 11, 2014. Councilmember Olson SECONDED. Motion Carried.

Mayor Colinas opened for consideration the authorization of the mayor’s signature on the Interlocal Cooperation Agreement with Snohomish County concerning acquisitions of property with conservation future funds. Mayor Colinas opened for consideration Change Order No. 3 for the Locust Creek Park Project authorizing the additional expenditure of $3,074.76. Mayor Colinas opened for consideration Ordinance No. 414 levying the General Taxes for the City of Brier for the year 2014. Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Steele asked if the invoice included in the claims for work on a 2004 Ford Crown Victoria is the same vehicle that we are hoping to retire. Mayor Colinas explained that yes it is and that we have it in the budget to replace it next year.

Councilmember Krienke made a MOTION to authorize through BMC 2.04.040 for the additional benefits as stated in the ordinance for Mayor Colinas through the term ending 2017. Councilmember Kaemingk SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the October 2013 Payroll Checks No. 26350 through No. 26374 and No. 26384 through No. 26412 in the amount of $126,907.85. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the October 2013 Claim Checks.  Councilmember Steele made a MOTION to approve the October  2013 Claim Checks No. 26349, 26375 through No. 26383 and No. 26413 through No. 24686 in the amount of $587,959.77. Councilmember Olson SECONDED. Motion Carried.

Councilmember Olson made a MOTION to cancel the Brier City Council Workshop meeting of November 19, 2013. Councilmember Steele SECONDED. Motion Carried.
