BRIER CITY COUNCIL MINUTES

November 26, 2013

Workshop Minutes

Mayor Colinas called the regular Brier City Council Meeting to order at 7:06:14 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Sixteen individuals from the North Castle Way annexation area were in attendance this evening.

Pamela Smith of North Castle Way, asked what fire district would provide their services if they are annexed.

Felix Smith of North Castle Way, asked if someone who is not a property owner can appeal the annexation.

 

Reports of Committees & City Officials:

Councilmember Gallagher Library Board November 13th.

Councilmember Nick Park Board November 13th.

Mayor Colinas met with a Library Board member last week to discuss a new sign at the library and the possibility of making it a standardized sign for the City.

Mayor Colinas reported that Verdant Health has granted our request to provide $90,000 for the pathway around Brier Park.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 12, 2013. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 12, 2013. Councilmember Olson SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the public hearing on Ordinance No. 415, adopting the 2014 Operating budget at 7:38:55 PM. No public was present. Mayor Colinas closed the public hearing at 7:39:23 PM.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the Mayor’s appointment of Denise Ibraham to the Library Board Position No. 3, with a term set to expire December 31, 2016. Councilmember Gallagher made a MOTION to approve the Mayor’s appointment of Denise Ibraham to the Library Board Position No. 3, with a term set to expire December 31, 2016. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the Mayor’s appointment of Joe Jonart to the Parks Board Position No. 5, with a term set to expire September 15, 2017. Councilmember Nick made a MOTION to approve the Mayor’s appointment of Joe Jonart to the Parks Board Position No. 5, with a term set to expire September 15, 2017. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the Mayor’s appointment of Craig Harris to the Parks Board Position No. 6, with a term set to expire September 15, 2017. Councilmember Nick made a MOTION to approve the Mayor’s appointment of Craig Harris to the Parks Board Position No. 6, with a term set to expire September 15, 2017. Councilmember Olson SECONDED.  Motion Carried.

 

Mayor Colinas opened for consideration the Mayor’s appointment of Frank Zenk to the Civil Service Commission with a term set to expire October 31, 2019. Councilmember Olson made a MOTION to approve the Mayor’s appointment of Frank Zenk to the Civil Service Commission with a term set to expire October 31, 2019. Councilmember Kaemingk SECONDED.  Motion Carried.

 

Mayor Colinas opened for consideration the Mayor’s appointment of Crystal Connelly to the Park Board Position No. 4, with a term set to expire September 15, 2016. Councilmember Nick made a MOTION to approve the Mayor’s appointment of Crystal Connelly to the Park Board Position No. 4, with a term set to expire September 15, 2016. Councilmember Steele SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration the approval of Ordinance No. 415 adopting the 2014 Operating Budget. Councilmember Gallagher made a MOTION to approve Ordinance No. 415 adopting the 2014 Operating Budget. Councilmember Steele SECONDED. There was Council discussion. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Olsen asked about making a fuel purchase in the near future.

 

Councilmember Krienke asked about the placement of the trellis in Locust Creek Park.

 

Mayor Colinas asked if the Council would consider cancelling the December 3, 2013 workshop meeting. Councilmember Gallagher made a MOTION to cancel the December 24, 2013 regular Council meeting. Councilmember Steele SECONDED. Motion Carried.

 

Councilmember Olson made a MOTION to cancel the December 3, 2013 workshop meeting. Councilmember Steele SECONDED. Motion Carried.

 

Clerk-Treasurer Swisher reported on the delinquent sewer accounts.

Mayor Colinas declared the meeting adjourned to workshop at 7:58:57 PM.

2. DISCUSSED DEPARTMENT OF COMMERCE GRANT FOR 2015 COMPREHENSIVE PLAN UPDATE.

3. DISCUSSED CITY PRIORITIES FOR THE 2014 LEGISLATIVE SESSION.

4. DISCUSSED SCOPE OF WORK FROM PACE ENGINEERS FOR THE BRIERWOOD PARK STORMWATER IMPOUNDMENT WATER QUALITY IMPROVEMENTS.

5. DISCUSSED ORDERING THE APPRAISAL FOR THE CONSERVATION FUTURES PARK PURCHASE.

6. DISCUSSED SNOHOMISH COUNTY CONSERVATION DISTRICT INTERLOCAL AGREEMENT TO PROVIDE EDUCATIONAL SERVICES FOR THE NPDES PERMIT REQUIREMENTS THROUGH 2018.
