BRIER CITY COUNCIL MINUTES

December 10, 2013

Mayor Colinas called the regular Brier City Council Meeting to order at 6:59:30 PM  and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Mayor Colinas opened the discussion with Representative Luis Moscoso regarding City priorities for the next legislative session.

 

There were no additional public comments as no public was in attendance.

 

Reports of Committees & City Officials:

Councilmember Nick reported there will be a Parks Board meeting tomorrow evening.

Councilmember Steele reviewed the claims on December 7th.

Councilmember Gallagher commented that it was a great tree lighting on Saturday.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 26, 2013. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 26, 2013. Councilmember Olson SECONDED. Motion Carried with Councilmember Joplin abstained.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of November 26, 2013. Councilmember Nick made a MOTION to approve Brier City Council Workshop Minutes of November 26, 2013. Councilmember Gallagher SECONDED. Motion Carried with Councilmember Joplin abstained.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the consent agenda including the release of the Brier Patch Tree Bond in the amount of $23,400 for Mietzner Homes; authorization of the Mayor’s signature on the Department of Commerce Grant for $18,000 for Comprehensive Plan updating; authorization of the expenditure for the Pace Engineering work of $119,343 related to the Department of Ecology Grant; and  authorization of the Mayor’s signature on the Conservation District Interlocal agreement to provide educational services for the NPDES permit requirements through 2018.

Councilmember Steele made a MOTION to approve the consent agenda as listed. Councilmember Olson SECONDED.  Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the appointment of a representative to attend the Community Transit Meeting on January 16, 2014. Councilmember Olson made a MOTION to appoint the Mayor to be the representative to attend the Community Transit Meeting on January 16, 2014. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration to appoint a representative to the Snohomish County Health District board. Councilmember Gallagher made a MOTION to reappointment Councilmember Joplin to the Snohomish County Health District board. Councilmember Kaemingk SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Nick stated that the tree lighting went off without a hitch and thanked our volunteer Parks Board for another job well done.

 

Councilmember Olson asked that the company doing construction on 236th do a better job of cleaning up behind the area surrounding the construction and the roadway.

 

Mayor Colinas reported that earlier in the year the cities of Lynnwood, Edmonds and Mountlake Terrace submitted a joint grant to Verdant Health for a bike link. The Mayor has been asked if we would like to participate.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the November 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the November 2013 Payroll Checks No. 26487 through No. 26538 in the amount of $126,387.35. Councilmember Joplin SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the November 2013 Claim Checks.  Councilmember Steele made a MOTION to approve the November 2013 Claim Checks No. 26539 through No. 26590 in the amount of $174,202.81. Councilmember Joplin SECONDED. Motion Carried.
