BRIER CITY COUNCIL MINUTES
January 7, 2014
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:25 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Steele, Gallagher, Olson, Nick and Joplin.
ABSENT: Councilmember
Krienke.
STAFF: Clerk-Treasurer
Swisher.

Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of December 10, 2013. Councilmember
Gallagher made a MOTION to approve the Brier City Council Minutes
of December 10, 2013. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of December 17, 2013. Councilmember
Nick made a MOTION to approve Brier City Council Workshop Minutes
of December 17, 2013. Councilmember Gallagher SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration the consent
agenda with includes the review and release of the bond held for SP05-01 for
Vern DeBoo; authorization for the purchase of a new
police car using FCI Police Vehicles in an amount not to exceed $40,000 and authorization
of the Mayor’s signature on the interlocal agreement with Public Hospital
District No. 2 to provide a walking program.
Councilmember Gallagher made a MOTION to approve the
consent agenda as stated. Councilmember Joplin SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas introduced our City Engineering team
of Robin Nelson and John Forba to discuss the design
element for a retrofit of the Brierwood Park
Stormwater infiltration system being paid for through Department of Ecology
grant money.
Robin Nelson discussed the reasons behind the
Department of Ecology funding this project and explained the logistics for the
current drainage system and the proposed design for a LID retrofit storm
drainage system.
John Forba discussed some
of the findings that they have had so far and the difficulties that they have
encountered.
Mayor Colinas reported that after looking into the
cost of relocating the red wood tree out front and the challenges associated
with it we have determined that it will just have to be cut down and replaced.
Mayor Colinas reported on our efforts to eliminate
the moles from Brier
Park.
Councilmember Olsen asked for a recap of the calls
for service beginning at 8:00 PM on New Years Eve.
Executive
Session to consider the acquisition of Real Estate:
Councilmember
Steele made a MOTION to adjourn to Executive Session to discuss the acquisition
of real estate for 15 minutes at 7:53pm. Councilmember Olson SECONDED.
Motion Carried.

declared the meeting adjourned to Executive Session at.7:53:02 PM.
