BRIER CITY COUNCIL MINUTES

January 14, 2014

Mayor Colinas called the regular Brier City Council Meeting to order at 7:03:01 PM.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Nick and Joplin.

ABSENT:                                    Councilmember Olson.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: No public was present.

 

Reports of Committees & City Officials:

Mayor Colinas reported that he will be attending what he believes will be the last RFA meeting tomorrow evening.

Councilmember Kaemingk will attend the Planning Commission meeting tomorrow evening.

Councilmember Gallagher attended the Library Board meeting on January 8th.

Councilmember Joplin attended the Snohomish County Health District meeting today.

Councilmember Nick attended the Park Board meeting on January 8th.

Councilmember Steele reviewed the claim checks on January 11th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of January 7, 2014. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of January 7, 2014. Councilmember Nick SECONDED. Motion Carried with Councilmember Krienke abstained.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the appointment of representatives to the SnoCom Board. Councilmember Kaemingk made a MOTION to appoint Mayor Colinas and Chief Lane as representatives to the SnoCom Board. Councilmember Joplin SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the appointment of representatives to the ESCA Board. Councilmember Gallagher made a MOTION to approve the appointment of Councilmember Steele and Chief Lane as the representatives to the ESCA Board. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the appointment of representatives to the SERS Board. Councilmember Nick made a MOTION to approve the appointment of Mayor Colinas and Chief Lane as representatives to the SERS Board. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the appointment of Mayor Pro-Tem for 2014 and consider liaison assignments. Councilmember Nick made a MOTION to appoint Councilmember Krienke as Mayor Pro-Tem for 2014 and consider liaison assignments.  Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the Mayor’s re-appointment of Frank Zenk to the Civil Service Board with a term set to expire October 31, 2019. Councilmember Krienke made a MOTION to approve the Mayor’s re-appointment of Frank Zenk to the Civil Service Board with a term set to expire October 31, 2019. Councilmember Gallagher SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Krienke as the re-appointed Mayor Pro-Tem discussed liaison appointments; he suggested that Councilmember Gallagher would work as a back up for Councilmember Kaemingk on the planning commission. All other assignments will remain the same as last year.

 

Councilmember Steele requested that we put more benches in our parks; she had brought this subject to the Council before and was inquiring about any plans to move this forward.

 

Councilmember Gallagher commented that he continues to get appreciative comments from citizens about the new playground equipment. He also inquired about the fireworks issue for New Year’s Eve.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the December 2013 Payroll Checks. Councilmember Steele made a MOTION to approve the December 2013 Payroll Checks No. 26591 through No. 26609 and No. 26616 through No. 26651 in the amount of $136,951.15. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the December 2013 Claim Checks.  Councilmember Steele made a MOTION to approve the December 2013 Claim Checks No. 26610 through No. 26615 and No. 26670 through No. 26728 in the amount of $405,713.54. Councilmember Joplin SECONDED. There was Council discussion. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:24:10 PM.
