Mayor Colinas called the regular Brier City Council Meeting to order at 7:02:25 PM  and the flag salute was given.

Reports of Committees & City Officials:

Councilmember Joplin attended the Board of Health meeting February 11, 2014.

Councilmember Steele reviewed the checks on February 10, 2014.

Councilmember Krienke attended the RFA meeting on January 15, 2014.

Councilmember Nick will attend the Park Board meeting tomorrow evening.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of January 28, 2014. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of January 28, 2014. Councilmember Nick SECONDED. Motion Carried with Councilmember Krienke abstained.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of February 4, 2014. Councilmember Gallagher made a MOTION to approve the Brier City Council Workshop Minutes of February 4, 2014. Councilmember Joplin SECONDED. Motion Carried with Councilmember Olson abstained.

Consent Agenda:

Mayor Colinas opened for consideration approval of the Verdant Grant Agreement. Councilmember Nick made a MOTION to approve the Verdant Grant Agreement. Councilmember Olson SECONDED. Motion Carried.

Unfinished Business:

Mayor Colinas opened to continue the discussion regarding proposed North Castle Way Annexation. City Planner Gaudette gave an overview of the process and where we are at this time, explaining our negotiations with Fire District 1 and that we are waiting for a written agreement with them in order to be able to move forward. There was discussion regarding the options. Councilmember Kaemingk made a MOTION to continue discussion of the North Castle Way Annexation to a date certain of February 25, 2014. Councilmember Joplin SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas informed the Council that the pending litigation with MIR has reached a point where they have asked to mediate. Councilmember Kaemingk made a MOTION to authorize to engage Scott Sawyer for an amount up to $15,000 for legal counsel. Councilmember Steele SECONDED. Motion Carried.

City Clerk-Treasurer Swisher advised the Council of a new Prospectus from the Washington State Local Government Investment Pool and the need for a renewed resolution.

Councilmember Nick made a MOTION to cancel the Brier City Council Workshop meeting of February 18, 2014. Councilmember Gallagher SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the January 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the January 2014 Payroll Checks No. 26652 through No. 26669 and Checks No. 26730 through No. 26764 in the amount of $117,587.96. Councilmember Olson SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the January 2014 Claim Checks.  Councilmember Steele made a MOTION to approve the January 2014 Claim Checks No. 26804 through No. 26864 in the amount of $225,281.96. Councilmember Nick SECONDED. Motion Carried.
