Mayor Colinas called the regular Brier City Council Meeting to order at 7:01:58 PM and the flag salute was given.

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Steele, Gallagher, Nick and Joplin.

ABSENT:                                    Councilmember Krienke and Olson.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Nick attended the February 12th Park Board meeting.

Councilmember Kaemingk attended the Planning Commission meeting on February 19^th.

Mayor Colinas reported that this past week he did the final walk through on the Locust Creek Park project with Snohomish County. There is only some replanting to be done and we have been in talks with Adopt-a-Stream Foundation to do that work.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 11, 2014. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of February 11, 2014. Councilmember Nick SECONDED. Motion Carried.

Unfinished Business:

Mayor Colinas opened for the discussion regarding proposed North Castle Way Annexation. City Planner Gaudette discussed the amended agreement that Fire District No. 1 has sent over and that the District will be voting on it at their March 4^th meeting and we should have an agreement to accept shortly after.

Councilmember Gallagher made a MOTION to continue the North Castle Way Annexation to a date certain of March 11, 2014. Councilmember Joplin SECONDED. Motion Carried.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for discussion the 2014/2015 Comprehensive Plan kick-off/goals.

City Planner Gaudette discussed starting with some of the smaller chapters of utilities and capital facilities. Councilmember Steele asked about how we will do public outreach. Several ideas were discussed. There was Council discussion. Dave Johnson, Brier, inquired if Brier was large enough to operate a community center.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration the approval of Resolution No. 544 authorizing investment of City of Brier monies in the Local Government Investment Pool. Councilmember Kaemingk made a MOTION to approve Resolution No. 544 authorizing investment of City of Brier monies in the Local Government Investment Pool. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration the approval of Resolution No. 545 adopting the revised fee schedule. Councilmember Gallagher made a MOTION to approve Resolution No. 545 adopting the revised fee schedule. Councilmember Nick SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Gallagher will be absent on March 4^th.

Councilmember Kaemingk made a MOTION to cancel the March 4^th Council Workshop meeting. Councilmember Steele SECONDED. Motion Carried.
