BRIER CITY COUNCIL MINUTES

March 11, 2014

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01:36 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Gallagher will attend the Library Board meeting tomorrow evening.

Councilmember Kaemingk attended the February 27th mediation meeting.

Councilmember Steele attended the February 27th mediation meeting and on March 9th she reviewed the claim checks.

Councilmember Nick will attend the Park Board meeting tomorrow evening.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 25, 2014. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of February 25, 2014. Councilmember Steele SECONDED. Motion Carried with Councilmembers Krienke and Olson abstaining.

 

Unfinished Business:

Mayor Colinas opened the discussion regarding the proposed North Castle Way annexation. Councilmember Krienke made a MOTION to continue the North Castle Way annexation to a date certain of March 25, 2014. Councilmember Olson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration of the adopt-a-stream foundation bid for mitigation improvements at the Locust Creek Project in an amount not to exceed $5,263.67. Councilmember Steele made a MOTION to approve the adopt-a-stream foundation bid for mitigation improvements at the Locust Creek Project in an amount not to exceed $5,263.67. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the release of the Sunbrook Plat Tree protection assurance bond in the amount of $6,000. Councilmember Nick made a MOTION to approve the release of the Sunbrook Plat Tree protection assurance bond in the amount of $6,000. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration for the release of the Sunbrook landscaping, parks and mitigation bond in the amount of $22,798.38.  Councilmember Gallagher made a MOTION to approve the release of the Sunbrook landscaping, parks and mitigation bond in the amount of $22,798.38. Councilmember Steele SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas reported that he met with MTYAA and determined that we needed to do renovation to the west baseball field and not rent it out this spring due to the rainy weather and the moles that we have been fighting.

 

Councilmember Olson reported that on 28th just north of 236th the work on the water main left a ridge where the crushed rock has compacted.

 

Mayor Colinas reported that the suit regarding the Poplar Glen development was settled within mediation on February 27th.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the February 2014 Payroll Checks No. 26784 through No. 26803 and No. 26866 through No. 26899 in the amount of $135,149.35. Councilmember Joplin SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the February 2014 Claim Checks.  Councilmember Steele made a MOTION to approve the February 2014 Claim Checks No. 26865, 26900 through No. 26904 and No. 26926 through No. 26983 in the amount of $289,365.01 and voided Claim Checks No. 26905 and No. 26983. Councilmember Gallagher SECONDED. Motion Carried.
