BRIER CITY COUNCIL MINUTES

March 25, 2014

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:40 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Nick attended the Park Board meeting on March 12, 2014.

Councilmember Steele reported that the ESCA Board meeting that was to be held later this week has been cancelled due to the landslide in Oso and the many South County responders that are there working and would not be able to attend.

Councilmember Kaemingk attended the Planning Commission meeting on March 19, 2014.

Councilmember Gallagher attended the Library Board meeting on March 12, 2014.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of March 11, 2014. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of March 11, 2014. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of March 18, 2014. Councilmember Olson made a MOTION to approve Brier City Council Workshop Minutes of March 18, 2014. Councilmember Nick SECONDED. Motion Carried with Councilmember Joplin abstaining.

 

Unfinished Business:

Mayor Colinas opened for consideration of the Fire District No. 1 contract amendment for service coverage in the potential North Castle Way annexation. Councilmember Joplin made a MOTION to approve the Fire District No. 1 contract amendment for service coverage in the potential North Castle Way annexation. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened the continued discussion regarding the proposed North Castle Way annexation. Councilmember Krienke made a MOTION to accept the annexation as proposed and require the adoption of the comprehensive plan designation of Single Family Residential and the zoning of RS 12,500 and not require the assumption of any portion of the city indebtedness by the area to be annexed. Councilmember Olson SECONDED. Tom Hansen of North Castle Way asked what the next steps were. There was discussion of the next steps. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration of the professional service contract renewal for city engineering services with Pace Engineers, Inc. Councilmember Kaemingk made a MOTION to approve the professional service contract renewal for city engineering services with Pace Engineers, Inc. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration of Conditional Use permit #14-01, allowing modifications to an existing personal wireless communications facility for Verizon Wireless. City Planner Gaudette gave an overview of the changes proposed. Councilmember Steele made a MOTION to approve Conditional Use permit #14-01, allowing modifications to an existing personal wireless communications facility for Verizon Wireless, along with the eight recommended conditions in the staff report. Councilmember Kaemingk SECONDED. There was Council discussion with the Verizon Wireless representative. Motion Carried.

 

Mayor Colinas opened for consideration of the Interlocal agreement for Natural Yard Care public outreach and evaluation program. Councilmember Nick made a MOTION to approve the Interlocal agreement for Natural Yard Care public outreach and evaluation program. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas informed the Council that he sat down with the representative of the piece of property that we have been working to purchase for park space.

Mayor Colinas reported that we were able to borrow some equipment to work on the baseball fields and that the project is coming along well.

Mayor Colinas reported that the Brier Library group will be having a going away party for the Librarian Marlene Moodie this coming Friday evening.

Councilmember Nick made a MOTION to authorize the Park’s Board expenditure of up to $700 for the 2014 egg hunt. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas reported that he met with the Snohomish County Mayors last week to band together and discuss upcoming issues that affect the entire county.

Councilmember Gallagher made a MOTION to cancel the April 1, 2014 workshop meeting. Councilmember Joplin SECONDED. Motion Carried.

Councilmember Steele will be cheering on our Brier Elementary third graders in the reading challenge held in Mukilteo tomorrow evening.

Councilmember Nick thanked the Mayor and staff for the quick response on the basketball net issue.

Councilmember Steele reported that next Wednesday, April 2nd, there will be a celebration for the third grade readers at the Brier Library.
