BRIER CITY COUNCIL MINUTES
April 22, 2014
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:27 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Gallagher, Olson, Nick and Joplin.
ABSENT: Councilmember
Steele.
STAFF: Clerk-Treasurer
Swisher.
Public
Requests & Oral Communications:
Harold Wirch, Brier Planning Commissioner thanked
the Mayor and Council for appointing him to the committee.
Reports of
Committees & City Officials:
Councilmember Nick attended the April 9th
Parks Board meeting.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of April 8, 2014. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of April
8, 2014. Councilmember Olson SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of April 15, 2014. Councilmember
Gallagher made a MOTION to approve Brier City Council Workshop
Minutes of April 15, 2014. Councilmember Nick SECONDED.
Motion Carried with Councilmember Joplin abstained.
Consent
Agenda:
Mayor Colinas opened for consideration the authorization for the release
of the Mietzner Homes Maintenance Bond in the amount
of $3,000.00. Councilmember Krienke made a MOTION
to approve the release of the Mietzner Homes
Maintenance Bond in the amount of $3,000.00.
Councilmember Gallagher SECONDED. Motion Carried.
Hearings:
Mayor Colinas gave a brief overview of the
franchise with Zayo Group. Mayor Colinas opened the
Public Hearing on Ordinance No. 416 for a non-exclusive telecommunications
franchise for the Zayo Group at 7:07:08 PM. No public spoke on the issue. Mayor Colinas
closed the Public Hearing at 7:08:00 PM.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for consideration the confirmation of
the Mayor’s appointment of Michael Catlett as the Interim Police Chief. There
was Council discussion. Councilmember Krienke made a MOTION to approve the
confirmation of the Mayor’s appointment of Michael Catlett as the Interim
Police Chief and authorize the Mayor’s signature on the Personal Services
Agreement. Councilmember Kaemingk SECONDED. Motion Carried.
Mayor Colinas opened for consideration of the Sunbrook Plat
tree bond release for $168,600.00. Councilmember Joplin made a MOTION to
approve the Sunbrook Plat tree bond release for $168,600.00. Councilmember
Olson SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration of Ordinance No. 416 allowing a
non-exclusive telecommunications franchise for the Zayo
group. Councilmember Nick made a MOTION to approve
Ordinance No. 416 allowing a non-exclusive telecommunications franchise for the
Zayo group. Councilmember
Gallagher SECONDED. Motion carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas discussed that the Library Board and
the Sno-Isle Library will be suggesting a new sign
design and the Mayor will share the design soon.
Councilmember Nick reported that the egg hunt was a
huge success and that they believe there were more people in attendance than
ever before. It ran like a well oiled machine.
Mayor Colinas reported that we are waiting for
additional paperwork on the possible land acquisition and that the engineering
should be completed on the park trail this week.
