BRIER CITY COUNCIL MINUTES
May 13, 2014
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:53 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke,
Steele, Gallagher, Olson, Nick and Joplin.
STAFF: Clerk-Treasurer
Swisher; City Planner Gaudette.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Nick will attend the Parks Board
meeting tomorrow evening May 14, 2014.
Councilmember Steele reviewed the annual report on
May 5th and reviewed the claim checks on May 10th.
Councilmember Gallagher will attend the Library
Board meeting tomorrow evening May 14, 2014.
Councilmember Joplin attended the Snohomish County
Board of Health meeting today, May 13, 2014.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of April 22, 2014 and Workshop Minutes of May 6, 2014. Councilmember Nick made a MOTION to approve
Brier City Council Minutes of April 22, 2014 and Workshop Minutes of May 6,
2014. Councilmember Joplin. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the purchase of new
fuel station software from Northwest Pump & Equipment Co. in an amount not
to exceed $6,000 and the Alderwood Sewer Agreement
for Locust Way.
Councilmember Gallagher made a MOTION to approve
the consent agenda as listed. Councilmember Steele SECONDED.
Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened consideration of Resolution No. 539.A
granting final plat to the Wynbrook II Development.
City Planner Gaudette gave a brief overview of the
Plat and the indemnity agreement for the Stormwater
facility with the public park above it. Councilmember
Krienke made a MOTION to approve of Resolution
No. 539.A granting final plat to the Wynbrook II
Development with the change to lot 13 to bring it into compliance with Brier
Municipal Code. Councilmember Nick SECONDED. Motion Carried.
Councilmember Gallagher made a MOTION to grant the
Mayor authorization to sign the indemnity agreement providing legal protections
for the City and the HOA. Councilmember Olson SECONDED. Motion Carried.
Mayor Colinas called for a five minute recess at 7:33:03 PM. The meeting resumed at 7:38:32 PM.
Miscellaneous
Business by Call of Councilmembers & City
Officials:
Mayor Colinas discussed the cost to restripe our new overlay project on Brier Road. Snohomish County would complete the work. Councilmember Steele made a MOTION to approve
the road maintenance aid agreement with Snohomish County
in an amount of $3,659.95. Councilmember Olson SECONDED. Motion Carried.
Mayor Colinas referenced the Brier Park
walking trail and that the outline and design are completed and going out for
bid.
Councilmember Kaemingk made a MOTION
to approve the Mayor appointment of M.L. DeMorett to
the Planning Commission in position # with a term set to expire . Councilmember
Olson SECONDED. Motion Carried.
Councilmember Nick made a MOTION to cancel the Brier
City Council Workshop meeting of May 20, 2014. Councilmember Olson SECONDED. Motion Carried.
Councilmember Krienke
asked about using the option of chip sealing on some of our roads that do not
need a full overlay. In addition, he has been in contact with Mountlake Terrace High
School to try and arrange for the Jazz Band to
participate in our National Night Out event.
City Planner Gaudette
reported that we are starting to pick up the stormwater
code again to get it revised and adopted as well as a new tree replacement
ordinance.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the April 2014
Payroll Checks. Councilmember Steele made a MOTION
to approve the April 2014 Payroll Checks No. 27025 through No. 27044 and
Checks No. 27099 through No. 27136 in the amount of $139,211.52. Councilmember Joplin SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of the April 2014 Claim
Checks. Councilmember Steele made a MOTION to approve
the April 2014 Claim Checks No. 27101, and Check No. 27137 through No. 27141
and Check No. 27162 through No. 27237 in the amount of $226,868.48. Councilmember Gallagher SECONDED. Motion Carried.
