BRIER CITY COUNCIL MINUTES

July 8, 2014

Mayor Colinas called the regular Brier City Council Meeting to 7:00:25 PM order at and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Don Rowe, Brier, asked why fireworks are legal in Brier and asked what the process would be to not allow fireworks.

Jackie Segal, Brier, lived in Seattle before fireworks were banned and saw a huge difference after the ban. She believes that all fireworks should be banned.

 

Reports of Committees & City Officials:

Councilmember Nick has a Parks Board meeting tomorrow evening July 9, 2014.

Councilmember Steele July 5th reviewed the claim checks; July 8th attended an ESCA meeting and has another ESCA board meeting tomorrow July 9th.

Councilmember Joplin attended the Board of Health meeting July 8th; he was appointed to the Board of Health budget committee for 2015.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of June 24, 2014. Councilmember Gallagher made a MOTION to approve the Brier City Council Minutes of June 24, 2014. Councilmember Nick SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the renewal of the Interlocal Agreement with the Snohomish Regional Drug & Gang task force. Councilmember Nick made a MOTION to approve the renewal of the Interlocal Agreement with the Snohomish Regional Drug & Gang task force. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the release of the Tree performance Bond in the amount of $2,400 and the Tree Protection Bond in the amount of $6,600 for the Wynbrook Plat. Councilmember Kaemingk made a MOTION to approve the release of the Tree performance Bond in the amount of $2,400 and the Tree Protection Bond in the amount of $6,600 for the Wynbrook Plat. Councilmember Steele SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration of Resolution No. 547 authorizing investment of city monies in the local government investment pool. Councilmember Joplin made a MOTION to approve Resolution No. 547 authorizing investment of city monies in the local government investment pool. Councilmember Gallagher SECONDED. Motion carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas approached the Council with a proposal from Feet First to establish a walking program using the funds received from the Verdant grant. Councilmember Steele made a MOTION to approve the agreement with Feet First to establish a walking program for an amount not to exceed $9,000. Councilmember Joplin SECONDED. There was council discussion. Motion Carried.

 

Mayor Colinas suggested that we add a contingency of up to $10,000 for the walking path construction. Councilmember Kaemingk made a MOTION to add a contingency of up to $10,000 for the walking path construction. Councilmember Gallagher SECONDED. Motion Carried.

 

Councilmember Kaemingk discussed the fireworks issue.

 

Councilmember Steele stated that she felt that the fireworks issue was better this year than in previous years, however, there were fireworks shot off in the days prior to and the days after the holiday.

 

Councilmember Steele asked for benches around the walking trail.  

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the June 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the June 2014 Payroll Checks No. 27353 through No. 27371 and No. 27378 through No. 27414 in the amount of $137,121.65. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the June 2014 Claim Checks.  Councilmember Steele made a MOTION to approve the June 2014 Claim Checks No. 27372 through No. 27377 and No. 27415 through No. 27464 in the amount of $115,979.56. Councilmember Gallagher SECONDED. Motion Carried.
