BRIER CITY COUNCIL MINUTES
July 22, 2014
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:22 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Steele, Gallagher, Nick and Joplin.
ABSENT: Councilmember
Olson.
STAFF: Clerk-Treasurer
Swisher; City Planner Gaudette.
Public
Requests & Oral Communications:
Margo Hansen, North Castle Way – would like to get a
crosswalk at the intersection of 25th and 228th.
Reports of
Committees & City Officials:
Councilmember Kaemingk attended the Planning
Commission meeting on July 16th.
Councilmember Steele attended the ESCA budget
committee meeting on July 17th and will attend the ESCA Board
meeting on July 24th.
Councilmember Nick attended the Parks Board meeting
on July 9th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of July 8, 2014. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of July
8, 2014. Councilmember Joplin SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of July 15, 2014. Councilmember
Gallagher made a MOTION to approve Brier City Council Workshop
Minutes of July 15, 2014. Councilmember Krienke SECONDED.
Motion Carried.
Hearings:
Mayor Colinas announced the hearing for the North
Castle Way Annexation Rezoning and introduced City Planner Gaudette to give a
brief overview. Mayor Colinas opened the Public Hearing at 7:09:52 PM.
Tom Hanson, North Castle Way – the primary reason for
moving to this area 7 years ago was the large lot sizes and he hopes the
Council will approve the annexation rezoning.
Cooper, North
Castle Way – is in favor of the zoning annexation.
Pamela Smith, North Castle Way – has lived in her home
for 35 years and hopes the annexation goes through to give them increased
police protection.
M.L. DeMorret, Brier –
asked if the City of Brier is back up to Snohomish County for police protection and do we
get additional revenue by bringing in the homes in the annexation.
Michelle Dean, North Castle Way – loves the space in the
area and the wildlife and hopes the annexation moves forward.
Mayor Colinas closed the Public Hearing at 7:16:39 PM.
Ordinances,
Resolutions & Orders
Mayor Colinas opened consideration of Resolution #548 stating the City
of Brier’s intent to annex the North Castle Way area and transmitting the
matter to the Snohomish County Boundary Review Board. Councilmember
Steele made a MOTION to approve Resolution #548 stating the City
of Brier’s intent to annex the North Castle Way area and transmitting the
matter to the Snohomish County Boundary Review Board.
Councilmember Gallagher SECONDED. Motion Carried.
Mayor Colinas opened consideration of Ordinance #418 stating the City of
Brier’s intent
to annex the North Castle Way Annexation Area and Assigning New Zoning. Councilmember Joplin made a MOTION to approve

Carried.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for consideration the authorization of
the Mayor’s signature on the Interlocal Agreement with Snohomish County Housing
& Community Development Urban County Consortium. Councilmember Gallagher made a MOTION
to authorize the Mayor’s signature on the Interlocal Agreement with Snohomish
County Housing & Community Development Urban County Consortium.
Councilmember Steele SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas opened for discussion the purchase of park benches to go
around the trail and provided some quotes that he had gathered for the
Council’s consideration. Councilmember Krienke made a
MOTION to support the Mayor in the acquiring of park benches up
to a maximum amount of $5,500. Councilmember Kaemingk
SECONDED. Motion Carried.
Councilmember Steele made a MOTION to cancel the
Brier City Council Workshop meeting of August 5th. Councilmember Gallagher SECONDED.
Motion Carried.
City Clerk-Treasurer Swisher
informed the Council of the increase coming from Genworth
the group who holds the long term care policy for our LEOFF I retiree.
