Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:24 PM.

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

STAFF:                                       Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Joplin attended the Snohomish County Health Board August 12, 2014.

Councilmember Steele reviewed the claim checks on August 9^th and met with legal counsel in regard to an ESCA issue on August 12, 2014.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 22, 2014. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of July 22, 2014. Councilmember Joplin SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the Public Hearing for Resolution No. 549, adoption of a Six Year Comprehensive Street Program for 2015-2020 at 7:06:38 PM. Mayor Colinas closed the Public Hearing at 7:07:29 PM.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration approval of Resolution No. 549, adopting a Six Year Comprehensive Street Program for 2015-2020. Councilmember Krienke made a MOTION to approve Resolution No. 549, adopting a Six Year Comprehensive Street Program for 2015-2020. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of Ordinance No. 417, granting Alderwood Water and Wastewater District a non-exclusive franchise to construct, maintain, operate, replace and repair water and wastewater system within public right-of-way of the City of Brier. Councilmember Nick SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Kaemingk made a MOTION to cancel the August 19, 2014 Brier City Council Workshop meeting. Councilmember Steele SECONDED. Motion Carried.

Mayor Colinas briefed the Council on an ongoing issue that we are reviewing with commercial vehicles being in the residential zones in violation of our ordinance.

Councilmember Nick reported that National Night Out was a huge success; he thanked Councilmember Krienke for bringing the MTHS Jazz Band.

Councilmember Steele reported that she sees how Chief Catlett is getting things in order and filling gaps and making changes to save the city money.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the July 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the July 2014 Payroll Checks No. 27465 through No. 27483 and No. 27492 through No. 27526 in the amount of $136,178.56. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the July Claim Checks.  Councilmember Steele made a MOTION to approve the July Claim Checks No. 27484 through No. 27491and No. 27548 through No. 27622 in the amount of $1,344,255.43. Councilmember Nick SECONDED. There was Council discussion. Motion Carried.
