Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:19 PM  and the flag salute was dispensed with.

Roll Call:       

 PRESENT:   Mayor Colinas, Councilmember Gallagher, Councilmember Kaemingk, Councilmember Krienke arrived at 7:02 PM, Councilmember Nick, Councilmember Olson and Councilmember Steele.

ABSENT:      Councilmember Joplin

STAFF:          City Clerk-Treasurer Swisher, City Engineer Nelson.  

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Gallagher will attend the Library Board meeting tomorrow evening.

Councilmember Steele attended a meeting with the vice-chair of ESCA on September 2nd, attended meeting with the new ESCA Director on September 9^th and reviewed the Claim checks on September 6^th.

Councilmember Nick will attend the Park Board meeting tomorrow evening.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of August 26, 2014. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of August 26, 2014. Councilmember Olson SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration approval of the consent agenda and asked to separate the two items. He then opened the Sidewalk Trip Hazard Proposal for Precision Concrete in an amount not to exceed $12,500.00. Councilmember Steele made a MOTION to approve the consent agenda which includes approval of the Sidewalk Trip Hazard Proposal for Precision Concrete in an amount not to exceed $12,500.00. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the consent agenda item for the Pace Engineering Proposal for updating the Stormwater Management Plan. Councilmember Kaemingk made a MOTION to approve the Pace Engineering Proposal for updating the Stormwater Management Plan for an amount up to $37,140.00. Councilmember Krienke SECONDED. Motion Carried.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration approval of Resolution No. 550, declaring certain property as surplus and authorizing the disposition or disposal. Councilmember Gallagher made a MOTION to approve Resolution No. 550, declaring certain property as surplus and authorizing the disposition or disposal. Councilmember Steele SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas reported further on the project that Snohomish County PUD will be doing in Brierwood Park, we have received a certificate of coverage and we are working on an agreement to protect the City Of Brier and our citizens.

Mayor Colinas shared with the Council the new library sign proposal. He also reported that he is putting together a volunteer project to work on the Brier Park fields to level out the damage done by the moles.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the August 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the August 2014 Payroll Checks No. 27527 through No. 27547 and Checks No. 27623 through No. 27659 in the amount of $117,673.05. Councilmember Kaemingk SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the August 2014 Claim Checks.  Councilmember Steele made a MOTION to approve the August 2014 Claim Checks No. 27660 and No. 27685 through No. 27730 in the amount of $396,023.04. Councilmember Nick SECONDED. Motion Carried.
