BRIER CITY COUNCIL MINUTES
October 14, 2014
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:23 PM and the flag salute was dispensed with.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Gallagher, Kaemingk, Krienke, Nick, Olson and Steele.
ABSENT: Councilmember
Joplin.
STAFF: City
Clerk-Treasurer Swisher, City Planner Gaudette and Building Official Beverly
Public

Reports of
Committees & City Officials:
Councilmember Nick attended the October 8th
Park board meeting, along with Mayor Colinas.
Councilmember Steele attended the October 10th
ESCA meeting to review a new employee handbook and reviewed the claim checks on
October 11th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of September 23, 2014. Councilmember
Nick made a MOTION to approve the Brier City Council Minutes of
September 23, 2014. Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of October 7, 2014. Councilmember
Gallagher made a MOTION to approve Brier City Council Workshop
Minutes of October 7, 2014. Councilmember Olson SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval to authorize the
purchase of GIS Equipment utilizing the Washington State Purchasing Contract
#TID-MST-297, in an amount not to exceed $2,800.00. Councilmember
Gallagher made a MOTION to approve the purchase of GIS Equipment
utilizing the Washington State Purchasing Contract #TID-MST-297, in an amount not
to exceed $2,800.00. Councilmember Steele SECONDED.
Motion Carried.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for consideration approval of
Conditional Use Permit CU14-02, allowing a secondary dwelling unit at 23824 Brier Road. City
Planner Gaudette gave an overview of the project and recommend approval. There
was Council discussion. Councilmember Steele made a MOTION to approve
Conditional Use Permit CU14-02, allowing a secondary dwelling unit at 23824 Brier Road.
Councilmember Olson SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of Resolution #552 amending
the Part Time Salary Schedule updates. Councilmember
Krienke made a MOTION to approve Resolution #552 amending the Part
Time Salary Schedule. Councilmember Nick SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Kaemingk made a MOTION to cancel the
Brier City Council Workshop meeting of October 21, 2014. Councilmember
Gallagher SECONDED. Motion Carried.
City Planner Gaudette discussed the Feet First
Walking Program and a suggestion made by Councilmember Steele to have a walk
with the Mayor or Council program.
Mayor Colinas reported that he met with the
Librarian today regarding painting the inside of the building and regarding the
library sign.
Mayor Colinas opened for consideration approval to authorize the
purchase of a new park mower. Councilmember Krienke
made a MOTION to authorize the purchase of a new commercial park mower
in an amount not to exceed $28,500.00. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas handed out our draft newsletter for
Council review and explained that we would be getting this out earlier to get
feedback on our parks survey.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the September 2014 Payroll
Checks. Councilmember Steele made a MOTION to approve
the September 2014 Payroll Checks No. 27661 through No. 27684, Checks No. 27731 through No. 27759, and
Checks No. 27765 through No. 27798 in the amount of $209,446.07. Councilmember Nick SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of the September 2014
Claim Checks. Councilmember
Steele made a MOTION to approve the September 2014 Claim Checks
No. 27760 through No. 27764 and Checks No. 27799 through No. 27854 in the
amount of $235,039.51. Councilmember Kaemingk SECONDED.
Motion Carried.
Adjournment:
Mayor Colinas declared the meeting adjourned to Workshop at 7:49:12 PM to discuss budget.
