BRIER CITY COUNCIL MINUTES

January 13, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:36 PM  and the flag salute was dispensed with.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

STAFF:                                       City Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Joplin attended today’s Snohomish County Board of Health meeting.

Councilmember Gallagher will attend tomorrow night’s Library Board meeting.

Councilmember Steele attended ESCA meetings on 12/12, 12/16 and 12/18; in addition she reviewed the claim checks on 1/10/15.

Councilmember Nick will attend tomorrow night’s Park Board meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of December 9, 2014. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of December 9, 2014. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of January 6, 2015. Councilmember Gallagher made a MOTION to approve the Brier City Council Workshop Minutes of January 6, 2015. Councilmember Steele SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes approval of the Interlocal Agreement with Sunnyside Jail, appointment of John Joplin to Snohomish County Board of Health, and the amendments to Chief Catlett’s contract. Councilmember Steele made a MOTION to approve the Consent Agenda which includes approval of the Interlocal Agreement with Sunnyside Jail, appointment of John Joplin to Snohomish County Board of Health, and the amendments to Chief Catlett’s contract. Councilmember Olson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration approval of the appointment of Representatives to the SnoCom Board. Councilmember Steele made a MOTION to appoint Mayor Colinas as the representative and Councilmember Olson as alternate to the SnoCom Board. Councilmember Joplin SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the appointment of Representatives to the SERS Board. Councilmember Steele made a MOTION to appoint Mayor Colinas as the representative and Chief Catlett as alternate to the SERS Board. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration appointment of Mayor Pro-Tem for 2015 and consider liaison assignments. Councilmember Nick made a MOTION to appoint Councilmember Krienke as Mayor Pro-Tem for 2015 and consider liaison assignments. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Pro-Tem Krienke went over liaison assignments for 2015.

 

Mayor Colinas discussed that we have had a habit of the Council voting on the ESCA Board appointments when the Interlocal Agreement actually states that the appointment is to be made by the Mayor. Mayor Colinas stated that he is appointing Councilmember Kerin Steele as the representative to the ESCA Board and that he will serve as the alternate.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance No. 421, relating to parking of commercial vehicles. Councilmember Gallagher made a MOTION to approve Ordinance No. 421, relating to parking of commercial vehicles with the following amendments: Section 2 (A) change Exceptions: to state “Exceptions to this requirement are:” and in Section 2 (A)(a) and add the wording “for the public safety”. Councilmember Joplin SECONDED. There was council discussion. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas stated that we have had a significant savings in our fuel consumption with the addition of the new police vehicles that are 6 cylinders. He asked the Council to approve a fuel purchase of up to $14,000.00. Councilmember Olson made a MOTION to authorize the Mayor to make a fuel purchase of up to $14,000.00. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas asked City Planner Gaudette to give an update on the progress of the 2015 Comprehensive Plan.

 

Councilmember Joplin reported that Terry Ryan will be contacting the Mayor to arrange to come and talk to the Council at one of their upcoming meetings.

 

Councilmember Olson stated that he would not be in attendance at next week’s meeting.

 

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the December 2014 Payroll Checks. Councilmember Steele made a MOTION to approve the December 2014 Payroll Checks No. 28090 through No.28108 and No. 28115 through No. 28149 in the amount of $98,680.94. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the December 2014 Claim Checks.  Councilmember Steele made a MOTION to approve the December 2014 Claim Checks No. 28110 through No. 28114, Checks No. 28150 through No. 28151 and Checks No. 28173 through No. 28234 in the amount of $453,695.40 with voided Check No. 28036 in the amount of $1,657.50 and reissue Check No. 28109 in the amount of $375.00. Councilmember Gallagher SECONDED. Motion Carried.
