BRIER CITY COUNCIL MINUTES

January 27, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:12 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick and Steele.

ABSENT:                                    Councilmember Olson.

STAFF:                                       City Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Julie Whittles, Brier, stated that she likes the visibility of our police officers and that we are known as a speed trap and are the 13th safest city in the state. She would like clarification of the rumors that we may be outsourcing our police department.

 

Andrea Nofziger-Meadows, Brier, she is interested in the process that the city would take to bring this issue forward to the public should we outsource our police department.

 

Donald Lane, Brier, stated that he retired as the Brier Police Chief last year and that he has heard the rumors since 2004 that the police department was going to contract.

 

Brian Haney, Brier, stated that he sees partnering with Mountlake Terrace as an opportunity pooling resources; he stands in applause of the mayor being a frugal steward of our money and the opportunity for our officers to possibly get hired by the other agency as well.

 

Jack Hyder, Brier, lived here since 2002 and loves that we have the reputation that you don’t speed in Brier. He believes that going to another agency will denude and hurt our community.

 

Trisha Horner, Brier, she understands the reasoning that the Mayor is giving and that she asks for all of the facts to be shared with the public as we move forward.

 

Steve Lindsay, Brier, asked why there isn’t a citizen committee to find out what the citizens want.

 

Linda Landis, Brier, asked if we have looked at any of the other surrounding agencies to find out what they are doing and what they can offer. Asked if the Mayor has ever sat down with our officers and asked them for suggestions of what could be done to stop the exodus of officers from our city.

 

Stephanie McCardle, Brier, stated that we elect the council members to represent us and we don’t know what they really would do in this situation and that would we consider letting the public vote on the issue and how do you make that happen. She stated that it is very compelling that we may get the same services or better for less money but she would like to have a say in it.

 

Chelsea Sherman, Brier, she and her husband chose to move here due to the openness of the government and the community of the police department and she would like to know how she can find the budget and the details of the costs of the police department.

 

Andrea Nofziger-Meadows, Brier, thanked the Council and Mayor for their service and sharing the answers with the group. She hopes that they will be very proactive and have education sessions to get input from the citizens.

 

Trisha Horner, Brier, asked is there an email group that they can join to keep informed.

 

Bob Thorpe, Brier, stated that everyone keeps asking how they can get involved in the city; he further stated that the elected representatives can only know what the citizens are interested in IF they come to meetings. He further stated that the city is open and that the way to get involved is to come to meetings and look online to see the agendas and information. People should get involved and ask the questions.

 

Adam Gregorich, Brier, stated that he appreciated all the comments that the Mayor, Council and public have made and that he wants to make sure that all the information will be available to everyone and be transparent so that people can access the information on the website and research it in order to be able to give informed input.

 

Reports of Committees & City Officials:

Councilmember Steele mentioned that at the exit audit conference from the State Auditor’s office the city received a good report due to the efforts of the City Clerk-Treasurer and her staff.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of January 20, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of January 20, 2015. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of January 20, 2015. Councilmember Gallagher made a MOTION to approve the Brier City Council Workshop Minutes of January 20, 2015. Councilmember Joplin SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration the re-appointment of Marilyn Joplin and Dan Hackney to the Library Board. Councilmember Gallagher made a MOTION to approve the re-appointment of Marilyn Joplin to the Library Board, Position No. 6 with a term set to expire on December 31, 2018 and to approve the re-appointment of Dan Hackney to the Library Board, Position No. 4 with a term set to expire on December 31, 2018. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the re-appointment of Steven Scott, Karl Rosman and Rebekah Weston to the Planning Commission. Councilmember Kaemingk made a MOTION to approve the re-appointment of Steven Scott to the Planning Commission, Position No. 7 with a term set to expire on July 31, 2016, Karl Rosman to the Planning Commission, Position No. 1 with a term set to expire on January 31, 2017 and Rebekah Weston to the Planning Commission, Position No. 7 with a term set to expire on January 31, 2017. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the appointment of Robert Thorpe to the Park Board Position #6 with a term set to expire September 15, 2017. Councilmember Joplin made a MOTION to appoint Bob Thorpe to the Park Board Position #6. Councilmember Nick SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance No. 422, amending the Stormwater Utility Rates for the year 2015. Councilmember Krienke made a MOTION to approve Ordinance No. 422, amending the Stormwater Utility Rates for the year 2015. Councilmember Nick SECONDED. Motion Carried with Councilmember Steele opposed.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas stated that we do not have any business for the workshop meeting of February 3, 2015. Councilmember Krienke made a MOTION to cancel the Brier City Council Workshop of February 3, 2015. Councilmember Joplin SECONDED. Motion Carried.

Mayor Colinas declared the meeting adjourned at 8:15:49 PM.
