BRIER CITY COUNCIL MINUTES

March 10, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

STAFF:                                       City Clerk-Treasurer Swisher; Police Chief Catlett.

 

Public Requests & Oral Communications:

Austin, Brier, asked for a flashing crosswalk beacon at 32nd and 228th for safety because he has had a personal experience where a car darted around him.

 

Tom Hanson, Brier, is here to find out what is going on with the North Castle Way Annexation.

 

Tim Irvine, Brier, has lived in town for about 25 years and is concerned about what is going on with our police department. He doesn’t feel that this is the time to consider getting rid of our police department.

 

Austin, Brier, doesn’t think we should contract out our police department because it will make for a longer response time.

 

Adam Gregorich, Brier, said Austin made a great argument for the crosswalk beacons and he would like to encourage our purchase. He congratulated Chief Catlett and the Brier officers for being named the 9th safest city in the state. He asked about the difference between the mutual aid agreement and the agreement in front of the Council this evening and how the priorities of calls will be handled. He also asked will we be paying the $500/per hour for the officer to testify regarding one of our calls or is it rolled into the $500/per hour from the initial call.

 

Austin, Brier, stated that there are a couple of blind spots on his walk to school that need to be addressed as well.

 

Reports of Committees & City Officials:

Councilmember Nick will attend the Parks Board meeting tomorrow evening March 11th.

Councilmember Steele reported that she had ESCA meetings on February 26th, March 3rd, and March 9th, she also reviewed claim checks on March 7th. In addition, she reported to Councilmember Nick to share with the Parks Board that she walked the trail on Saturday and every portion of the park was being utilized with the exception of the tennis courts.

Councilmember Gallagher will attend the Library Board meeting tomorrow evening March 11th.

Councilmember Joplin attended the Snohomish County Health District Board meeting today March 10th; he read a proclamation regarding the Oso Slide incident declaring March 22nd a day of remembrance that the Board adopted today.

 

Mayor Colinas asked Chief Catlett to explain the process that it takes to get new officers hired and trained and ready to drive the road by themselves.

 

Approval of Minutes:

Mayor Colinas opened for consideration the approval of the Brier City Council Minutes of February 24, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of February 24, 2015. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the approval of the Brier City Council Workshop Minutes of March 3, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Workshop Minutes of March 3, 2015. Councilmember Joplin SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration the approval of the consent agenda. Councilmember Krienke made a MOTION to approve the consent agenda which includes release of the Wynbrook I performance bond in the amount of $173,805.75 for paving, trail and playground equipment; release of the Wynbrook II assignment of funds in the amount of $26,250.00 for swale and park landscaping and authorization of the Mayor’s signature on the agreement for emergency backup reactive police services with the City of Mountlake Terrace. Councilmember Gallagher SECONDED. Motion Carried.

 

New Business:

Mayor Colinas opened for consideration the purchase of solar powered pedestrian crossing lights from Coral Sales Co. in an amount not to exceed $6,500.00. Councilmember Gallagher made a MOTION to approve the purchase of solar powered pedestrian crossing lights from Coral Sales Co. in an amount not to exceed $6,500.00. Councilmember Kaemingk SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas announced that our past Councilmember and Planning Commissioner Scott Warner passed away on Sunday and stated that he will be missed in our community.

 

Mayor Colinas reported that we have no business for next week’s workshop meeting. Councilmember Kaemingk made a MOTION to cancel the March 17th Brier City Council Workshop meeting. Councilmember Steele SECONDED. Motion Carried.

 

 

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 2015 Payroll Checks. Councilmember Steele made a MOTION to approve the February 2015 Payroll Checks No. 28282 through No. 28299 and No. 28363 through No. 28395 in the amount of $120,659.00. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the February 2015 Claim Checks.  Councilmember Steele made a MOTION to February 2015 Claim Checks No. 28396, 28415 through No. 28464 and the 2015 utility bill payment in an amount totaling $230,864.12 and voided check #28351. Councilmember Gallagher SECONDED.

Motion Carried.
