BRIER CITY COUNCIL MINUTES

March 24, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:25 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

STAFF:                                       City Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications:

Tom Hanson, North Castle Way, asked why all the water and gas lines are being marked around the city.

 

Harmony Cochran, Brier, asked if this was the forum to ask to include an article in the Brier newsletter for the Wildlife Habitat group.

 

Reports of Committees & City Officials:

Councilmember Steele gave a report on her activities regarding the Emergency Services Coordinating Agency (ESCA) and that the Snohomish County cities will be voting a resolution at this week’s meeting to disband ESCA and join with Snohomish County Department of Emergency Management (DEM).

 

Councilmember Gallagher reported he attended a Library Board meeting on March 11th.

 

Councilmember Kaemingk reported he attended the Planning Commission on March 18th. On March 19th he and the Mayor attended the Snohomish County Cities dinner.

 

Councilmember Nick attended the Parks Board meeting on March 11th and reported that the Traditional Egg Hunt will be held on April 4th.

 

Councilmember Steele reported that she attended meetings on March 16th, 18th and 26th for ESCA.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of March 10, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of March 10, 2015. Councilmember Steele SECONDED. Motion Carried.

 

New Business:

Mayor Colinas opened for consideration review of the draft Parks, Capital Facilities and Plan Implementation Elements for the Comprehensive Plan. City Planner Gaudette gave an overview of the elements and the specific details that she felt needed highlighting for the Council’s review. Councilmember Krienke made a MOTION that City staff proceed with the environmental review and forward the draft Comprehensive Plan to the Department of Commerce for their 60 day review. Councilmember Kaemingk SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for review and consideration of Resolution No. 553 authorizing Snohomish County on behalf of the City to prepare the Snohomish County multi-hazard mitigation Plan. Councilmember Gallagher made a MOTION to approve Resolution No. 553 authorizing Snohomish County on behalf of the City to prepare the Snohomish County multi-hazard mitigation Plan. Councilmember Joplin SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas opened for review of the North Castle Way Annexation Ordinance.

 

Mayor Colinas asked that the Council confirm his appointment of Jacqueline Siegel to the Library Board. Councilmember Gallagher made a MOTION to approve appointment of Jacqueline Siegel to the library board position #5 with a term set to expire on December 31, 2018. Councilmember Olson SECONDED. Motion Carried.
