BRIER CITY COUNCIL MINUTES

July 28, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:29 PM  and the flag salute was given.

 

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Krienke, Nick, Olson and Steele.

ABSENT:                                    Councilmember Kaemingk.

       

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Julie O’Donald presented an update on the Brier Wildlife Habitat Project. 7:01:47 PM

Mayor Colinas, Councilmember Krienke and Councilmember Steele met with Fire District 1 representatives to evaluate the annual service on July 27th. Councilmember Krienke gave a brief overview of 911/emergency calls. Councilmember Steele said most calls come in during the day and Fire District 1 would like to see the fireworks banned due to the increased call activity on the 4th of July.

Councilmember Steele also attended an ESCA board meeting July 23rd and did a walking certification for Feet First with Nathan Proudfoot as part of the Verdant grant.

Councilmember Joplin and City Clerk/Treasurer, Paula Swisher attended a luncheon with Treasurer, Jim McIntire at the Washington State Department of Treasury on July 21st.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 14, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of July 14, 2015. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of July 14, 2015. Councilmember Gallagher made a MOTION to approve the Brier City Council Workshop Minutes of July 14, 2015. Councilmember Joplin SECONDED. Motion Carried.

 

Public Hearings:

Mayor Colinas opened the public hearing on the Six Year Comprehensive Street Program for 2016-2021 at 7:29:51 PM. Mayor Colinas closed the public hearing at 7:30:19 PM.

 

 

 

 

New Business, Petitions, Communication, Application Appeals:

Mayor Colinas opened for consideration of the Mayor’s re-appointment of David Marley to the Planning Commission Position No. 3 with a term set to expire July 31, 2017. Councilmember Joplin made a MOTION to approve the re-appointment of David Marley to the Planning Commission Position No. 3 with a term set to expire July 31, 2017.  Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened consideration of the purchase from Ennisflint for Thermoplastic in an amount not to exceed $3,500.00. Councilmember Nick made a MOTION to approve the purchase from Ennisflint for Thermoplastic in an amount not to exceed $3,500.00. Councilmember Olson SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration of Resolution No. 555, adopting the Six Year Comprehensive Street Program for 2016-2021. Councilmember Steele made a MOTION to approve Resolution No. 555, adopting the Six Year Comprehensive Street Program for 2016-2021. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration of Ordinance No. 425, adopting the Hearing Examiner amendment and adopting the rules and policies. Councilmember Krienke made a MOTION to approve Ordinance No. 425, adopting the Hearing Examiner amendment and adopting the rules and policies. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration of Resolution No. 556, calling for an advisory vote in the November general election on whether or not to totally ban fireworks in the City. Councilmember Gallagher made a MOTION to approve Resolution No. 556, calling for an advisory vote in the November general election on whether or not to totally ban fireworks in the City. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas opened for consideration to cancel the City Council Meeting of August 4th due to National Night Out. Councilmember Nick made a MOTION cancel the City Council Meeting of August 4th. Councilmember Olson SECONDED. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:42:59 PM.
