BRIER CITY COUNCIL MINUTES

August 11, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:34 PM  and the flag salute was given.

 

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

 

Public Requests & Oral Communications:

Pete Wickstrom-Brier, stated that he has been having ongoing issues with a neighbor and would like the Council or Mayor to intervene and help him set up a meeting for a resolution. Mayor Colinas informed him that he will continue to try to assist him in his resolution but this is turning out to be a civil issue between himself and his neighbor.

 

Bob Thorpe-Brier, he had questions about some rumors and innuendos that he is seeing on the internet and wanted to follow up by asking questions and getting the facts; he asked what our police staffing is like, as to how many full time officers were employed by the City. He also addressed the restricted use of horse arena that was implemented due to the dry weather, and asked if the City was going to do anything to take care of the dust issue. Mr. Thorpe also inquired about who did the sidewalk grinding, why the City uses Monroe inmates to do groundwork and how many public works employees does the City currently staff. The Mayor addressed the dust issue concerning the horse arena and explained the restrictions are now lifted but strongly encourages citizens to use their best judgment under these dry conditions. He also stated that the City currently employs 7 police officers, 4 full time public works employees and the Monroe work crew is used to assist public works at a minimal rate.

 

Tony Corrado-Brier, he also had questions because of chat he saw on social media and wanted to know if we would be able to put an advisory vote on the ballot regarding our police department. He asked if it was possible to add an advisory vote on this ballot. Mayor Colinas explained that the cutoff to add another advisory vote had passed and it would cost the City an additional $10,000-$12,000 to add it onto the next ballot. He also stated that there is no discussion between himself and the council at this time to dissolve Brier’s police department.

 

Tim King-Brier, inquired about what the process would be for making a decision regarding our police department and how he as a citizen could keep informed on what is being considered for keeping our police department or not. Mayor Colinas explained the process and encouraged Mr. King to read the most recent newsletter, which gives the details.

 

Lisa Thompson-Brier, addressed concerns which included, a speed bump being installed in her neighborhood and the consideration of banning archery in Brier. She stated that they were having trouble with cars speeding in their neighborhood and neighbors shooting bow and arrows in their back yard. She brought forth these concerns at a previous meeting but had not received a response back from anyone. Mayor Colinas said he would meet with her after the meeting to discuss her issues.

 

Reports of Committees & City Officials:

Councilmember Nick is going to meet up with the Park Board at 3pm tomorrow to get ready for Seascare.

Councilmember Steele reviewed checks Sunday Aug 9th, and stated that she would like to see the walking program continued.

Mayor Colinas informed the Council and audience about the new workout equipment that was purchased through a grant and will be installed in Brier Park.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 28, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of July 28, 2015. Councilmember Olson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration and gave a brief overview of the Reddy Tree Protection assurance bond release in the amount of $30,000 and Tree Maintenance assurance bond in the amount of $2700. Councilmember Krienke made a MOTION to approve the release of the Reddy Tree Protection assurance bond in the amount of $30,000 and Tree Maintenance assurance bond in the amount of $2,700. Councilmember Gallagher SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Nick wanted to give a huge thank you to everyone who helped out with National Night Out, especially Public Works, Brier Police Department and the Park Board. National Night Out had a great turn out and was a huge success.

Councilmember Steele asked if Public Works can post any signs when they do the annual spraying of trees and shrubs.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the July 2015 Payroll Checks. Councilmember Steele made a MOTION to approve the July 2015 Payroll Checks No. 28877 through No. 28896 and No. 28971 through No. 29003 in the amount of $129,071.37. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the July 2015 Claim Checks.  Councilmember Steele made a MOTION to approve the July 2015 Claim Checks No. 29005, 29024 through No. 29076 in the amount of $166,730.13 with voided Check No. 29004. Councilmember Joplin SECONDED. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:31:09 PM.
