Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:02 PM  and the flag salute was given.

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Krienke, Nick, Olson and Steele.

ABSENT:                                    Councilmember Kaemingk.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Steele reviewed the claim checks on October 10, 2015.

Councilmember Joplin attended the Snohomish County Health Board meeting today and there was a controversial discussion about vaping.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 22, 2015 and Brier City Council Workshop Minutes of October 6, 2015. Councilmember Gallagher made a MOTION to approve the Brier City Council Minutes of September 22, 2015 and Brier City Council Workshop Minutes of October 6, 2015. Councilmember Steele SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration approval of the consent agenda which includes, approval of the renewal agreement for Prosecutor Services with Darrel Johnson for 2016, approval of the renewal agreement for Public Defender Services with Greg Schrag for 2016, approval of the interlocal agreement for Emergency Services with Snohomish County Dept. of Emergency Management, approval of the interlocal agreement with Alderwood Water & Waste Water District, and approval for the release of the Right of Way bond in the amount of $3,000 for Aldrich Construction, Inc. Councilmember Gallagher made a MOTION to approve the consent agenda. Councilmember Nick SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas asked the Council if they would be inclined to cancel the workshop meeting on October 20^th. Councilmember Olson made a MOTION to cancel the Brier City Council Workshop meeting of October 20, 2015. Councilmember Joplin SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the September 2015 Payroll Checks. Councilmember Steele made a MOTION to approve the September 2015 Payroll Checks No. 29103 through No.29130 and No. 29197 through No. 29222 in the amount of $125,271.77 and voided Check No. 29202. Councilmember Nick SECONDED.

Motion Carried.

Mayor Colinas opened for consideration approval of the September 2015 Claim Checks.  Councilmember Steele made a MOTION to approve the September 2015 Claim Checks No. 29252 through No. 29312 in the amount of $218,112.24. Councilmember Olson SECONDED. Motion Carried.
