Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:19 PM and the flag salute was given.

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Krienke, Nick, Olson and Steele.

ABSENT:                                    Councilmember Kaemingk.

STAFF:                                       City Clerk-Treasurer Swisher; City Planner Gaudette.

Public Requests & Oral Communications:

Mayor Colinas turned the floor over for the report from Community Transit Chief of Strategic Communications, Todd Morrow.

Mayor Colinas gave the Park Board the floor to give their report on future projects for our parks. Park Board member Bob Thorpe gave the report and list of requests.

Tessha Corrado, Brier, stated that there have been issues with the school zone lights not working properly on 35^th.

Reports of Committees & City Officials:

7:49:13 PM Councilmember Steele reported that the last ESCA board meeting will be held December 4^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 13, 2015. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of October 13, 2015. Councilmember Nick SECONDED. Motion Carried.

New Business:

Mayor Colinas opened for consideration approval of Conditional Use Permit #15-01 to permit a secondary dwelling unit at 23824 Brier Road for Al M. Rogojan. City Planner Gaudette gave a brief overview of the project. Councilmember Gallagher made a MOTION to approve Conditional Use Permit #15-01 to permit a secondary dwelling unitl at 23824 Brier Road for Al M. Rogojan. Councilmember Joplin SECONDED. Motion Carried. Councilmember Gallagher made a MOTION to amend the original motion to allow only twelve months for completion of the CUP. Councilmember Joplin SECONDED. Motion Carried.

Mayor Colinas opened for consideration the authorization of the Pace Engineering agreement to update the 2015 Transportation Plan Element in the amount of $3,102. City Planner Gaudette gave a brief overview of the request for services.  Councilmember Nick made a MOTION to authorize the Pace Engineering agreement to update the 2015 Transportation Plan Element in the amount of $3,102. Councilmember Olson SECONDED. Motion Carried.

Public Hearings:

Mayor Colinas opened the Public Hearing at 8:04:24 PM on Ordinance No. 427, levying the General Taxes for the City of Brier for 2016. Mayor Colinas closed the Public Hearing at 8:05:30 PM.

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Joplin attended the ad-hoc committee for the Snohomish Health District today.

Mayor Colinas stated we do not have anything for the workshop meeting of November 3, 2015. Councilmember Olson made a MOTION to cancel the November 3, 2015 workshop meeting. Councilmember Nick SECONDED. Motion Carried.
