BRIER CITY COUNCIL MINUTES

November 10, 2015

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:27 PM and the flag salute was given.

 

 

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Kaemingk, Krienke, Nick and Steele.

ABSENT:                                    Councilmember Joplin and Olson.

STAFF:                                       City Clerk-Treasurer Swisher.

 

 

Public Requests & Oral Communications:

Tom Hansen, Brier, stated that it would have been nice if there had been a candidate forum. He stated that he would like an electronic method to receive agendas and minutes.

 

Craig Harris, Brier, asked if the Council was going to create an ordinance to ban fireworks now that we have the advisory vote to look to. He would like to urge the Council to pass an ordinance before July 4th so that the ban will take place in 2017.

 

Brian Haney, Brier, he too would like to see a candidate forum in the future to meet and greet the candidates. He is interested in the idea of having the council meetings live streamed. He had voted to ban fireworks but after talking with Councilmember Nick he doesn’t see banning fireworks working because it will be a distraction for our law enforcement from other more important issues, as our neighboring cities get an exorbitant number of calls due to fireworks on the 4th.

 

Jackie Seagal, Brier, stated she feels it is very prudent for the Council to wait to make a decision about fireworks but she hopes once all the votes are in that the Council will take action to ban the fireworks.

 

Reports of Committees & City Officials:

Councilmember Steele reviewed the claim checks on November 7th and attended the ESCA meeting on November 3rd.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 27, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of October 27, 2015. Councilmember Steele SECONDED. Motion Carried.

 

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration the approval of Ordinance No. 428, amending the Stormwater Utility Rates for the year 2016. Councilmember Gallagher made a MOTION to approve Ordinance No. 428, amending the Stormwater Utility Rates for the year 2016. Councilmember Kaemingk SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Krienke will be absent next Tuesday.

 

Mayor Colinas reported that we paid off the Library Bond.

 

Tomorrow evening the On the Move Challenge party will be held for the walkers who participated in the challenge.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2015 Payroll Checks. Councilmember Steele made a MOTION to approve the October 2015 Payroll Checks No. 29223 through No. 29251 and No. 29313 through No. 29363 in the amount of $220,183.67. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2015 Claim Checks.  Councilmember Steele made a MOTION to approve the October 2015 Claim Checks No. 29364 through No. 29439 in the amount of $169,826.98. Councilmember Gallagher SECONDED. Motion Carried.

 

Adjournment

Mayor Colinas declared the meeting adjourned at 7:36:19 PM.
