BRIER CITY COUNCIL MINUTES
November 24, 2015
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:31 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.
STAFF: City
Clerk-Treasurer Swisher; City Planner Gaudette.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Kaemingk attended the Planning
Commission meeting on November 18, 2015.
Councilmember Nick attended the Park Board meeting
on November 11th along with the Pizza party for the On the Move
Walking Challenge participants.
Councilmember Steele has an ESCA meeting tomorrow
November 25, 2015 and the final board meeting will be held December 4, 2015.
Councilmember Joplin attended the Snohomish County
health department budget meeting this week.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of November 10, 2015. Councilmember
Nick made a MOTION to approve the Brier City Council Minutes of
November 10, 2015. Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of November 17, 2015. Councilmember
Gallagher made a MOTION to approve the Brier City Council
Workshop Minutes of November 17, 2015. Councilmember
Olson SECONDED. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the consent agenda
which includes approval of the Interlocal Agreement with Mountlake Terrace for
decant facility use and approval to release Wynbrook II Bonds, Bond #WAC53767
for $129,000.00 and Bond #0112000185 in the amount of $9,750.00. Councilmember Steele made a MOTION to approve

Public
Hearings:
Mayor Colinas discussed the public hearing process
for the 2016 Operating Budget and opened the public hearing on Ordinance No.
429, adopting the 2016 Operating Budget at 7:07:31 PM. Mayor Colinas closed the Public Hearing at 7:08:12 PM.
New
Business:
Mayor Colinas opened for consideration approval of Conditional Use
Permit No. CU15-02 for Linda Neumann, located at 2805 243rd Pl SW.
Councilmember Krienke stated for the record that he is personal family friends
with Linda Neumann. There were no objections to his participation in the
process. City Planner Gaudette gave a brief overview of the permit and
conditions recommending approval. Councilmember
Nick made a MOTION to approve Conditional Use Permit No. CU15-02
for Linda Neumann, located at 2805
243rd Pl SW.
Councilmember Olson SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of Conditional Use
Permit No. CU15-03 for Lamb/Zarelli, located at 21917 Old Poplar Way.
City Planner Gaudette gave a brief overview of the permit and conditions
recommending approval. Councilmember Steele stated that she lives within 300
feet of the property. There were no objections to her participation in the
process. Councilmember Kaemingk disclosed that he and the Zarelli
family attend the same church. Councilmember Gallagher
made a MOTION to approve Conditional Use Permit No. CU15-03 for Lamb/Zarelli, located at 21917 Old Poplar Way. Councilmember Joplin SECONDED. Motion
Carried.

Resolutions & Orders
Mayor Colinas opened for consideration approval of Ordinance No. 429,
adopting the 2016 Operating Budget. Councilmember
Steele made a MOTION to approve Ordinance No. 429, adopting the
2016 Operating Budget. Councilmember Nick SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas opened for review the 2015 Planning
Commission Annual Report. City Planner Gaudette gave an overview of the items
handled by the Planning Commission over the course of the year.
Mayor Colinas opened for consideration cancellation of the Brier City
Council Workshop of December 1, 2015. Councilmember
Joplin made a MOTION to cancel the Brier City Council Workshop of
December 1, 2015. Councilmember Gallagher SECONDED.
Motion Carried.
Councilmember Nick stated that December 6, 2015 will be the annual tree
lighting event.
Councilmember Steele commented on the three Wildlife Habitat
certificates that were hung in the council chambers for our parks that received
certification.
