Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:35 PM.

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Krienke, Nick, Olson and Steele.

                                                  Councilmember Kaemingk arrived at 7:05:08 PM.

STAFF:                                       City Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Steele gave a report on the closing of ESCA; final board meeting was held on December 4^th and on December 7^th she reviewed the claim checks.

Councilmember Joplin attended the Snohomish County Public Health board meeting today; it will essentially be his last meeting on the board as his term is over.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 24, 2015. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 24, 2015. Councilmember Gallagher SECONDED. Motion Carried.

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration approval of the PAWS agreement for 2016-2017. Councilmember Steele made a MOTION to approve the PAWS agreement for 2016-2017. Councilmember Joplin SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the Brier Patch Short Plat Tree Bond release in the amount $11,700.00. Councilmember Gallagher made a MOTION to approve the Brier Patch Short Plat Tree Bond release in the amount $11,700.00. Councilmember Olson SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Gallagher asked if there is anything we should be preparing for in the switch over from ESCA to DEM to fill the gaps.

Councilmember Nick stated that it was probably the wettest Annual Tree Lighting ever but they still had a great turnout.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the November 2015 Payroll Checks. Councilmember Steele made a MOTION to approve the November 2015 Payroll Checks No. 29440 through No. 29457 and No. 29459 through No. 29489 in the amount of $131,676.16. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the November 2015 Claim Checks.  Councilmember Steele made a MOTION to approve the November 2015 Claim Check No. 29458 and Checks No. 29490 through No. 29546 in the amount of $156,943.05. Councilmember Gallagher SECONDED. Motion Carried.
