BRIER CITY COUNCIL MINUTES
April 26, 2016
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:10 PM.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Joplin, Kaemingk, Krienke, Nick and Olson. Councilmember Gallagher
arrived at 7:01:56 PM.
ABSENT: Councilmember Steele.
STAFF: City
Clerk-Treasurer Swisher; City Planner Gaudette.
Public
Requests & Oral Communications:
Diana Johnson, Brier, brought a flyer that stated
that sewers were being cleaned and videoed by a company at a residence she has
in a city in Eastern Washington and she was concerned about whether our City
ever does this. A few weeks ago she offered the use of her driveway to the
police department so that they can monitor the speed; according to her
neighbors it has been a great help to the traffic on their roadway.

Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of April 12, 2016. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of April
12, 2016. Councilmember Kaemingk SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of April 19, 2016. Councilmember
Nick made a MOTION to approve the Brier City Council Workshop
Minutes of April 19, 2016. Councilmember Kaemingk SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the Bond Release for
Tom Brethaurer in the amount of $3,000. Councilmember Gallagher made a MOTION to approve
the Bond Release for Tom Brethaurer in the amount of
$3,000. Councilmember Olson SECONDED.
Motion Carried.
New
Business, Petitions, Communications, Application Appeals:
Mayor Colinas opened for consideration approval of the confirmation of
the Mayor’s appointment of Katie Dawson to the Parks Board Position No. 4, with
a term set to expire 9/15/2020. Councilmember Nick
made a MOTION to approve the confirmation of the Mayor’s
appointment of Katie Dawson to the Parks Board Position No. 4, with a term set
to expire 9/15/2020. Councilmember Olson SECONDED.
Motion Carried.
Ordinances,
Resolutions & Orders
Mayor Colinas opened for consideration approval of Resolution No. 546.A
providing for final plat approval of the Fisken Plat SUB13-001 and imposing
terms and conditions. City Planner Gaudette gave a brief overview of the final
plat and the terms and conditions. Councilmember
Kaemingk made a MOTION to approve Resolution No. 546.A providing
for final plat approval of the Fisken Plat SUB13-001 and imposing terms and
conditions. Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of Resolution No. 559
amending the Part-Time and Seasonal/Temporary Employee salary plan. Councilmember Gallagher made a MOTION to
approve Resolution No. 559 amending the Part-Time and Seasonal/Temporary
Employee salary plan. Councilmember Joplin SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of Ordinance No. 433
amending Chapter 6.04 relating to Animal Control and amending 17.04.04,
repealing 17.16 and amending 17.24.010.B.
City Planner Gaudette
gave a brief overview of the ordinance. Councilmember
Gallagher made a MOTION to approve Ordinance No. 433 amending
Chapter 6.04 relating to Animal Control and amending 17.04.04, repealing 17.16
and amending 17.24.010.B. Councilmember Joplin SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas informed the Council that the
Snohomish County Council will be going to a ballot to ask for a sales tax
increase to help fund their law enforcement and fire services.
Councilmember Gallagher thanked the members of the
public for coming to speak to the Council this evening and that the Planning
Commission really worked hard to try and stay with the rural feel.
