BRIER CITY COUNCIL MINUTES
May 24, 2016
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:12 PM and
the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Gallagher, Kaemingk, Krienke, Nick, Olson and Steele.
ABSENT: Councilmember
Joplin.
STAFF: City
Clerk-Treasurer Swisher; Police Chief Catlett; Building Official Beverly;
Prosecutor Johnson.
Public
Requests & Oral Communications:
Keith Savory, Brier, has requested to put up a shed
on an existing concrete slab; he’s unhappy with the setbacks that will not
allow him to do so and asked that the Council come out and take a look at it
and allow him to build the shed. Councilmember Krienke explained the variance
process to Mr. Savory and instructed him to contact Building Official Beverly
to get the information needed to move through the process.
Reports of
Committees & City Officials:
Councilmember Kaemingk reported that he
attended the police negotiations meeting on May 11th.
Councilmember Steele attended a meeting with
Clerk-Treasurer to review the annual report along with the Mayor on May 16th.
Councilmember Krienke reported that he attended the
police negotiations meeting on May 11th.
Councilmember Nick attended the Park Board meeting
on May 11th.
Councilmember Olson reported that he attended the
police negotiations meeting on May 11th.
Approval of
Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of May 10, 2016. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of May
10, 2016. Councilmember Steele SECONDED. Motion
Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of May 17, 2016. Councilmember
Gallagher made a MOTION to approve the Brier City Council
Workshop Minutes of May 17, 2016. Councilmember Olson
SECONDED. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the consent agenda
which includes approval for the release of the Reddy Short Plat bond in the
amount of $4,332 and approval of the expenditure of $3,500 plus tax to Ductvac Northwest for cleaning of the HVAC ductwork in City
Hall. Councilmember Steele made a MOTION to
approve the consent agenda. Councilmember Nick SECONDED.
Motion Carried.
New
Business, Petitions, Communications, Application Appeals:
Mayor Colinas opened for discussion the third
review of the ordinance to ban fireworks. City Prosecutor Johnson gave a brief
overview of the changes to the code. Chief Catlett described the process needed
in order to enforce a ban. An open discussion between the public and the
Council ensued.
Mayor Colinas called for a five minute recess at
8:02 PM. The meeting resumed from recess at 8:08:35 PM.
Ordinances,
Resolutions & Orders
Mayor Colinas opened for consideration approval of Ordinance No. 434,
amending the City Building Code and adopting a revised chapter 15.04. Councilmember Gallagher made a MOTION to approve
Ordinance No. 434, amending the City Building Code and adopting a revised
chapter 15.04. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of Ordinance No. 435,
revising various penalty provisions of the Brier Municipal Code and amending the
requisite chapters. Councilmember Steele made a MOTION
to approve Ordinance No. 435, revising various penalty provisions of the
Brier Municipal Code and amending the requisite chapters. Councilmember Krienke SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember Nick reported that at the last
meeting the Parks Board discussed that they feel they are not being kept
informed of things going on with the parks and are left out of the processes
when a parks dedication is made from new development.
Clerk-Treasurer Swisher asked
about the Council’s review of the draft newsletter.

Mayor Colinas declared the meeting adjourned at 8:35:42 PM.
