BRIER CITY COUNCIL MINUTES
July 26, 2016
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:23 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Gallagher, Krienke, Nick, Olson and Steele. Councilmember Joplin
arrived at 7:03:11 PM.
ABSENT: Councilmember
Kaemingk.
STAFF: City
Clerk-Treasurer Swisher; City Planner Gaudette.
Public
Requests & Oral Communications:
Chief Cockrum introduced
himself as the new Fire Chief for Snohomish County Fire District #1; he shared
with us our call history for the last year and discussed the joint services
interlocal with City of Lynnwood Fire Department and the Fire District.
EMS Chief Maxwell discussed the Community Paramedic
Program; this is the third year they have been running this program.

Councilmember Gallagher attended the Planning Commission
July 20, 2016.
Councilmember Steele attended the auditor’s risk
management assessment July 26, 2016.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of July 19, 2016. Councilmember
Gallagher made a MOTION to approve the Brier City Council Minutes
of July 19, 2016. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of July 19, 2016. Councilmember
Nick made a MOTION to approve the Brier City Council Workshop
Minutes of July 19, 2016. Councilmember Olson SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration authorization of the Mayor’s
signature on the Interlocal Agreement for Snohomish County Drug & Gang Task
Force. Councilmember Steele made a MOTION to
approve authorization of the Mayor’s signature on the Interlocal Agreement for
Snohomish County Drug & Gang Task Force.
Councilmember Gallagher SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders
Mayor Colinas opened for consideration approval of Ordinance No. 438,
amending rates and charges for Stormwater fees. Councilmember
Nick made a MOTION to approve Ordinance No. 438, amending rates
and charges for Stormwater fees. Councilmember Steele
SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of Ordinance No. 439,
imposing impact fees and amending related sections. City Planner Gaudette gave
a brief overview of the proposed code. Councilmember
Steele made a MOTION to approve Ordinance No. 439, imposing
impact fees and amending related sections.
Councilmember Gallagher SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of Resolution No. 561,
amending the City’s fee schedule. City Planner Gaudette gave an overview of the
amendments to the fee schedule. Councilmember Krienke
made a MOTION to approve Resolution No. 561, amending the City’s
fee schedule. Councilmember Steele SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas commented that tonight will be City
Planner Gaudette’s last meeting with us. Councilmember Krienke thanked her for
all the hard work she has put into helping clean up our code over the years and
processing the other work of the City.
Mayor Colinas stated that there is no business for next week’s
workshop meeting and it is National Night Out as well. Councilmember Gallagher
made a MOTION to cancel the August 2nd workshop meeting.
Councilmember Nick SECONDED. Motion Carried.
