Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:12 PM and the flag salute was given.

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

STAFF:                                       City Clerk-Treasurer Swisher.

Public Requests & Oral Communications:

Mayor Colinas opened the Presentation from the Snohomish Health District by Dr. Gary Goldbaum.

Mayor Colinas called for a 5 minute recess at 7:36:49 PM. The Council returned from recess at 7:39:33 PM.

Reports of Committees & City Officials:

Councilmember Nick stated that tomorrow evening is the SeaScare Parade and he and the Park Board will be meeting at 3 PM to get the festivities organized.

Councilmember Steele participated in the Audit Entrance Conference on August 5^th and reviewed the claim checks on August 6^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 26, 2016. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of July 26, 2016. Councilmember Olson SECONDED. Motion Carried.

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration of the Trillium Creek Tree Bonds for release in the amount of $22,200 and $500 with the remaining $1,000 directed to the Tree Replacement fund. Councilmember Krienke made a MOTION to approve the Trillium Creek Tree Bonds for release in the amount of $22,200 and $500 with the remaining $1,000 directed to the Tree Replacement fund. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration of the Personal Services Agreement with Lauren Balisky as Interim City Planner. Councilmember Steele made a MOTION to approve the Personal Services Agreement with Lauren Balisky as Interim City Planner. Councilmember Joplin SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas stated that staff does not have any business for the Council Workshop meeting of August 16^th. Councilmember Olson made a MOTION to cancel the Council Workshop meeting of August 16th. Councilmember Kaemingk SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the July 2016 Payroll Checks. Councilmember Steele made a MOTION to approve the July 2016 Payroll Checks No. 30340 through No. 30359 and No. 30414 through No. 30446 in the amount of $135,725.00. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the July 2016 Claim Checks.  Councilmember Steele made a MOTION to approve the July 2016 Claim Checks No. 30409 through No. 30413 and Checks No. 30467 through No. 30526 in the amount of $733,760.10. Councilmember Olson SECONDED. Motion Carried.
