Mayor Colinas called the regular Brier City Council Meeting to order at 7:12:04 PM and the flag salute was given.

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

ABSENT:                                    Councilmember Gallagher.

STAFF:                                       City Clerk-Treasurer Swisher.

Public Requests & Oral Communications:

Mayor Colinas introduced Edmonds School District’s new Superintendent Dr. Kristine McDuffy for a brief update and introduction to the Council.

Reports of Committees & City Officials:

Councilmember Olsen attended the police negotiations on November 7^th.

Councilmember Nick will attend the park board meeting on November 9^th.

Councilmember Steele reviewed the claim checks on November 6^th.

Councilmember Kaemingk attended the police negotiations on November 7^th.

Mayor Colinas has attended 3 DEM meetings for the crafting of the bylaws in recent months.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 25, 2016. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of October 25, 2016. Councilmember Olson SECONDED. Motion Carried.

Public Hearings:

Mayor Colinas opened the Public Hearing on Ordinance No. 440, levying the General Taxes for the City of Brier for 2017 at 7:27 PM. There was no public in attendance. Mayor Colinas closed the Public Hearing at 7:28 PM.

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance No. 440, levying the General Taxes for the City of Brier for 2017. Councilmember Krienke made a MOTION to approve Ordinance No. 440, levying the General Taxes for the City of Brier for 2017. Councilmember Joplin SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas discussed next week’s workshop meeting and the potential to cancel it. Councilmember Kaemingk made a MOTION to cancel the November 15^th workshop meeting. Councilmember Olson SECONDED. Motion Carried.

Councilmember Joplin made a MOTION to have the 2017 budget include a contribution to the Snohomish County Health District in the amount of $13,110. Councilmember Kaemingk SECONDED. Motion Failed by 3-3 vote and Mayor’s tie-breaker vote of no as well.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2016 Payroll Checks. Councilmember Steele made a MOTION to approve the October 2016 Payroll Checks No. 30782 through No. 30800 and No. 30802 through No. 30833 in the amount of $127,976.87. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the October 2016 Claim Checks.  Councilmember Steele made a MOTION to approve the October 2016 Claim Checks No. 30801, 30834 through No. 30888 in the amount of $183,739.80 and voided Check No. 30886. Councilmember Olson SECONDED. Motion Carried.
