BRIER CITY COUNCIL MINUTES

November 22, 2016

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:12 PM and the flag salute was given.

 

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Olson and Steele.

STAFF:                                       City Clerk-Treasurer Swisher; City Planner Balisky.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Gallagher attended the Planning Commission meeting on November 16th.

Councilmember Kaemingk attended the Library Board meeting on November 16th.

Councilmember Nick attended the Park Board meeting on November 9th; the tree lighting will be on December 3rd.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 8, 2016. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 8, 2016. Councilmember Gallagher SECONDED. Motion Carried.

 

Public Hearings:

Mayor Colinas opened discussion on BR16-063 Home Worx, Home Occupation License submitted by David Sweeney located at 23404 29th Ave. W. City Planner Balisky gave an overview of the application. Mayor Colinas opened the public hearing at 7:07:04 PM. Rita Irvine, Brier, has a concern with how the business’ use of the shared easement driveway will effect the maintenance agreement and the costs associated with it. Mayor Colinas closed the public hearing at 7:13:14 PM. There was council discussion. Councilmember Steele made a MOTION to approve the Home Occupation License #BR16-063 Home Worx, submitted by David Sweeney located at 23404 29th Ave. W. with the conditions as stated in the staff report. Councilmember Krienke SECONDED. Motion Carried.

 

New Business

Mayor Colinas opened for consideration the release of the Griffin Short Plat #14-01 Erosion Control bond in the amount of $5,000. Councilmember Kaemingk made a MOTION to release of the Griffin Short Plat #14-01 Erosion Control bond in the amount of $5,000. Councilmember Olson SECONDED. Motion Carried.

Mayor Colinas opened for consideration the release of the Nason Short Plat #15-01 Right of Way Improvement bond in the amount of $6,000. Councilmember Gallagher made a MOTION to release of the Nason Short Plat #15-01 Right of Way Improvement bond in the amount of $6,000. Councilmember Joplin SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration the release of the Griffin Short Plat #14-01 Tree Protection bond in the amount of $6,600. Councilmember Kaemingk made a MOTION to release of the Griffin Short Plat #14-01 Tree Protection bond in the amount of $6,600. Councilmember Steele SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Steele stated that a hypodermic needle was found along side the road in her neighborhood that still had liquid in it and is this a common occurrence.

 

Mayor Colinas reported about his contact with the county regarding the Locust Way bridge construction project and that the current reopening date is scheduled for December 5th.

 

Councilmember Nick reminded everyone of the Tree Lighting on December 3rd.
