Mayor Colinas called the regular Brier City Council Meeting to order at 7:08 PM and the flag salute was given.

Roll Call:

ABSENT:                                    Councilmember Joplin.

STAFF:                                       City Clerk-Treasurer Swisher; City Planner Balisky City Engineer Robin Nelson.

Reports of Committees & City Officials:

Councilmember Nick stated that there will be a Parks Board meeting tomorrow evening.

Councilmember Steele reviewed the claim checks on December 12^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 22, 2016. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 22, 2016. Councilmember Steele SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of December 6, 2016. Councilmember Gallagher made a MOTION to approve the Brier City Council Workshop Minutes of December 6, 2016. Councilmember Kaemingk SECONDED. Motion Carried

Public Hearings:

Mayor Colinas opened the Public Hearing on Ordinance No. 441, considering the adoption of the 2017 Operating Budget and making provisions for transfers at 7:11 PM. Mayor Colinas closed the Public Hearing at 7:12 PM.

Mayor Colinas opened the Public Hearing on Ordinance no. 443, amending BMC 17.29 and 17.36 Variance and Conditional use processes at 7:13:59 PM. The public hearing was closed at 7:14:42 PM.

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration of the Mayor’s re-appointment of Fred Steele to the Library Board Position No. 1, with a term set to expire December 31, 2020. Councilmember Gallagher made a MOTION to approve the Mayor’s re-appointment of Fred Steele to the Library Board Position No. 1, with a term set to expire December 31, 2020. Councilmember Kaemingk SECONDED. Motion Carried.

Mayor Colinas opened for consideration of the Mayor’s re-appointment of Ron Magnuson to the Parks Board Position No. 7, with a term set to expire September 15, 2020. Councilmember Nick made a MOTION to approve the Mayor’s re-appointment of Ron Magnuson to the Parks Board Position No. 7, with a term set to expire September 15, 2020. Councilmember Olson SECONDED. Motion Carried.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration of Ordinance No. 441, for adoption of the 2017 Operating Budget and making provisions for transfers. Councilmember Steele made a MOTION to approve Ordinance No. 441, for adoption of the 2017 Operating Budget and making provisions for transfers. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration of Ordinance No. 442, for adoption of the Stormwater low impact development update. City Planner Balisky and City Engineer Nelson gave a brief overview of the codes and thanked everyone for all of their hard work on this code revision.  Councilmember Gallagher made a MOTION to approve Ordinance No. 442, for adoption of the Stormwater low impact development update. Councilmember Steele SECONDED. Motion Carried.

Mayor Colinas opened for consideration of Ordinance No. 443, for adoption of the amendments to BMC 17.29 and 17.36 the Variance and Conditional use processes. Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas stated that we do not have any work docketed for the next two meetings of the year. Councilmember Gallagher made a MOTION to cancel the Brier City Council Workshop meeting of December 20^th and the Regular meeting of December 27th. Councilmember Steele SECONDED. Motion Carried.

Councilmember Nick thanked the Parks Board for another wonderful Tree Lighting event.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the November 2016 Payroll Checks. Councilmember Steele made a MOTION to approve the November 2016 Payroll Checks No. 30889 through No.30905 and No. 30912 through No. 30943 in the amount of $130,359.18. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the November 2016 Claim Checks.  Councilmember Steele made a MOTION to approve the November 2016 Claim Checks No. 30906 through No. 30911, 30965 through 30995 and 31000 through 31035 in the amount of $458,368.48 and voided Checks No. 30996 through No. 30999. Councilmember Gallagher SECONDED. Motion Carried.
