BRIER CITY COUNCIL MINUTES
March 28, 2017
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01:25 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick and Steele.
ABSENT: Councilmember
Olson.
STAFF: City
Clerk-Treasurer Swisher.
Public
Requests & Oral Communications:
Mayor Colinas introduced Brier Library’s new Branch
Manager, Dawn Rutherford, who gave an update about what is going on at the
library.
Reports of
Committees & City Officials:
Councilmember Nick and Park Board members Hunter
Hendrickson and Katie Dawson met with the Mayor to discuss the music in the
park night.
Councilmember Joplin was reappointed to the
Snohomish County Performance Audit Committee.
Councilmember Krienke attended the Planning
Commission meeting on March 15th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of March 14, 2017. Councilmember
Gallagher made a MOTION to approve the Brier City Council Minutes
of March 14, 2017. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier
City Council Workshop Minutes of March 21, 2017. Councilmember Gallagher made a
MOTION to approve the Brier City Council Workshop Minutes of March 21,
2017. Councilmember Nick SECONDED. Motion Carried.
New
Business, Petitions, Communications, Application Appeals
Mayor Colinas opened consideration for the Council
to authorize the Mayor signature on the employment contract with Carrie Snowden
for the Deputy City Clerk position. Councilmember
Gallagher made a MOTION to authorize Mayor Colinas to sign an
employment contract with Carrie Snowden for the Deputy City Clerk position. Councilmember Nick SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas reminded the Council that SnoCom will
be giving a presentation this Thursday evening at the City of Mountlake Terrace council meeting regarding
the possibility of combining SnoPac and SnoCom.
Mayor Colinas updated the Council on the FOP police
union contract negotiations which would have granted them 4.6% increase in 2017
and 2.5% in 2018 and 2019; the union has refused the offer and has opted to go
to mediation.
Mayor Colinas informed the Council that Councilmember Olsen has resigned
from the Council as of March 31, 2017. There was discussion about the process
going forward. The Council would like to accept
letters of interest for the vacant position until April 6th for
consideration at our next regular meeting.
Mayor Colinas thanked Bob Thorpe for connecting us
with the Boy Scout troop to do some projects within the city.
Mayor Colinas informed the Council that we will be
moving forward with equipment options to show the Parks Board for Mountain View
Park.
Councilmember Gallagher requested we pursue grant
dollars from Verdant for a cover over the basketball court so that it can be
used year round. Mayor Colinas explained that we need to pick projects that
meet the Verdant healthy communities’ goals.
Councilmember Gallagher made a MOTION to cancel the
Brier City Council April 4th Workshop meeting. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas shared with everyone the order dismissing the
LUPA claim filed by Vladan Milosavlejevic.
