BRIER CITY COUNCIL MINUTES
May 23, 2017
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00:29 PM and the flag salute was given.
Roll Call:
PRESENT:Mayor Colinas;
Councilmember Gallagher, Kaemingk, Krienke, Nick, Steele and Thorpe.
ABSENT: Councilmember Joplin.
STAFF:City
Clerk-Treasurer Swisher; City Planner Balisky.
Councilmember Steele made a MOTION to excuse
Councilmember Joplin's absence. Councilmember Krienke SECONDED. Motion
carried.

Requests & Oral Communications: None
Reports of
Committees & City Officials:
Councilmember Kaemingk attended the Library Board meeting
on May 17th.
Councilmember Nick attended the Park Board meeting
on May 10th.
Councilmember Gallagher will attend the Planning
Commission meeting tomorrow evening May 24th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of May 9, 2017. Councilmember Nick
made a MOTION to approve the Brier City Council Minutes of May 9,
2017. Councilmember Gallagher SECONDED.
Motion Carried.
Public
Hearings:
Mayor Colinas opened the discussion for Home
Occupation License BR17-049 Brier Woodworks, LLC, by Erik Thompson located at
2273 214th Pl SW. City Planner Balisky gave a brief overview of the
business and the conditions with a recommendation of approval. Mayor Colinas
opened the Public Hearing at 7:04:56 PM.
William J. Hartman, Brier - had questions regarding
hours and days of operation, he is supportive of the home occupation.
Bonnie Burley, Brier - had questions regarding
hours and days of operation, she was supportive of the home occupation. She
wanted to know about the possibility of other businesses opening on the street.
Leanne Sweeney, Brier - stated she was here lending
support for the business. She is confident that the owners would be respectful
of the other neighbors regarding noise or traffic.
Kathy Konkle, Brier - stated that her front door is
directly across from the business' garage and they are extremely considerate
neighbors and she does not believe the noise issue will be a problem.
Larry Sweeney, Brier - stated he is in support of
the business. They are good neighbors and respect their neighbors.
Tim King, Brier - stated he has observed the
business owner working in a hobby state from the materials being delivered
until seeing the finished product but has not heard the noise in between. He is
very supportive of the business.
Planner Balisky read into the record an email
received from Corrina Bolender, Brier - she has a handicapped mother that is
effected my loud noise and is concerned with a permit being issued for a
woodworking occupation that could cause excessive noise.
Mayor Colinas closed the Public Hearing at 7:16:22 PM.
Councilmember Gallagher made a MOTION to approve the
Home Occupation License BR17-049 Brier Woodworks, LLC, by Erik Thompson located at
2273 214th Pl SW with all conditions to be met as stated. Councilmember Nick SECONDED. Motion Carried.
Mayor Colinas opened the discussion on the 2017
Preliminary Comprehensive Plan Amendment Updates. City Planner Balisky gave an
overview of the necessity of the updates. Mayor Colinas opened the Public
Hearing at 7:28:57 PM. Mayor Colinas closed the Public Hearing at 7:29:42 PM.
Councilmember Steele made a MOTION to move the
Capital Facilities Plan draft to the Planning Commission. Councilmember Thorpe SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember Steele mentioned that the height of the grass
at Brierwood Park is quite high and she just wondered if Public Works will be
getting to it soon.
Councilmember Krienke asked about the grassy area on 214th
just past the McClenny property. The Mayor stated that area belongs to the City
of Mountlake Terrace.
Mayor Colinas pointed out the resolution from Fire District
#1 that states their intent not to increase fees to the contract cities if the
RFA goes through.
Adjournment
Mayor Colinas declared the meeting adjourned at 7:45PM.
