BRIER CITY COUNCIL MINUTES

August 8, 2017

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM and the flag salute was given.

 

Roll Call.

Present: Mayor Colinas, Councilmember Gallagher, Joplin, Nick, Steele, Thorpe. Councilmember Krienke arrived at 7:30PM.

Absent: Councilmember Kaemingk.

Staff:Clerk-Treasurer Swisher.


Public Requests & Oral Communications:

Ken and Teresa Johnson 22212 Brier Road, inquired as to why was the business that was next door to him was allowed to continue running for 11 years. He is having issues with the access easement where the School District had been allowing the neighbor at 22214 Brier Road to access their property through the School District roadway and now they are trying to make them use the easement in front of the Johnson's home.

 

Reports of Committees & City Officials:

Councilmember Steele reviewed the claim checks on Saturday, August 5th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 25, 2017. Motion: Approve the Brier City Council Minutes of July 25, 2017. Moved by Councilmember Nick, Seconded by Councilmember Thorpe. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration approval of the Personal Service Agreement with Ed Pratt for the position of Public Works Supervisor. Motion: Approve the Personal Service Agreement with Ed Pratt for the position of Public Works Supervisor. Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Resolution No. 566, extending the school zone for Brier Terrace Middle School.Motion: Approve Resolution No. 566, extending the school zone for Brier Terrace Middle School.Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas handed out a quote from the State Purchasing contract to facilitate the purchase of a new public works truck.Motion: Approve the purchase of a 2017 Ford truck for public works in an amount not to exceed $35,000.00. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas discussed with Council the potential to cancel next week's workshop meeting.Motion: To cancel the workshop meeting of August 15th. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. Motion Carried.

Clerk-Treasurer Swisher asked the Council if they were in agreement with the memo in their packets discussing the payment of bills on a bi-monthly basis. Everyone was in agreement.

 

Councilmember Gallagher stated that National Night Out was another huge success and asked if we will be seeing the speed limit on Old Poplar changed to 25 MPH soon.

 

Councilmember Nick reminded everyone of SeaScare tomorrow evening.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the July 2017 Payroll Checks. Motion: Approve the July 2017 Payroll Checks No. 31925 through 31947 and No. 31981 through 32015 in the amount of $160,071.42 and voided Check No. 32008. Moved by Councilmember Steele, Seconded by Councilmember Nick. Motion Carried

 

Mayor Colinas opened for consideration approval of the July 2017 Claim Checks. Motion: Approve the July 2017 Claim Check No. 31924, Checks No. 31951 through 31980, Check No. 32016, Checks No. 32039 through No. 32094 in the amount of $220,513.29, EFT Payment in the amount of $1,809.46 and voided Check No. 31958. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. There was Council discussion. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:44 PM.
