BRIER CITY COUNCIL MINUTES

August 22, 2017

Mayor Colinas called the regular Brier City Council Meeting to order at 7:04 PM and the flag salute was given.

 

Roll Call:

Present:Mayor Colinas, Councilmembers Gallagher, Joplin, Kaemingk, Krienke, Nick, Steele, Thorpe.

Staff:Clerk-Treasurer Swisher and Planner Flathman


Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Gallagher attended the August 16th Planning Commission meeting.

Councilmember Nick attended the pre-parade planning meeting for SeaScare on August 9th.

Councilmember Steele reviewed the claim checks on August 19th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of August 8, 2017. PM Motion: Approve the Brier City Council Minutes of August 8, 2017.Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

 

Public Hearings:

Mayor Colinas opened the public hearing at 7:08 PM on Ordinance No. 446, granting a non-exclusive Franchise to MCIMetro for communication systems within the City of Brier.

M.L. DeMorret, Brier, asked what this company wants to do and who they are.

Michelle Dean, Brier, asked if they will be installing new fiber throughout the city. Mayor Colinas closed the public hearing at 7:12 PM.

City Planner Flathman gave a brief overview of the franchise agreement.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration of the release of the Trillium Creek SP12-002 Final Lift and Tree Assurance Bond in the amount of $27,000.00. Motion: Approve the release of the Trillium Creek SP12-002 Final Lift and Tree Assurance Bond in the amount of $27,000.00. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Colinas opened for consideration the Grenz Single Family residence CU17-001, CU17-002 and CAR17-006, with Planning Commission and Staff recommendations. City Planner gave a brief overview of the project.Motion: Approve the Grenz Single Family residence CU17-001, CU17-002 and CAR17-006, with Planning Commission and Staff recommendations. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. There was Council discussion. Motion Carried.

 

Mayor Colinas opened consideration of the bid by J.B. Asphalt Paving in the amount of $7,268.76 for surfacing the Bobcat Park Basketball Park. Motion: Approve the bid by J.B. Asphalt Paving in the amount of $7,268.76 for surfacing the Bobcat Park Basketball Park. Moved by Councilmember Nick, Seconded by Councilmember Steele. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas stated that consideration of Ordinance No. 446, granting a Non-Exclusive Franchise to MCIMetro for Communications Systems within the City of Brier will be brought forward to the meeting of September 12th.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Thorpe asked if the Mayor had received a communication from someone asking about covering the Brier Park basketball court.

 

Councilmember Steele asked about the letter from Alderwood Water District regarding the upcoming project and how it will impact the City of Brier.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the August 2017 Claim Checks. Motion: Approve the August 2017 Claim Checks No. 32095 through 32096 and Checks No. 32131 through No. 32150 in the amount of $94,092.17.Moved by Councilmember Steele, Seconded by Councilmember Thorpe. Motion Carried.
