Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

Roll Call:

Present: Mayor Colinas, Councilmember Gallagher, Kaemingk, Krienke, Nick, Steele and Thorpe. Councilmember Joplin arrived at 7:04 PM.

Public Requests & Oral Communications:

Austin Davis, Brier - asked when all of the new development within the City would be completed.

Snohomish Health District Interim Administrator Jeff Ketchel reported on the Healthy Future between the City of Brier and Snohomish Health District and the Opioid Epidemic (Treatment/Recovery, Prevention and Response).

Reports of Committees & City Officials:

Councilmember Nick will be attending the Parks Board meeting September 13^th. Councilmember Steele reviewed claim checks on September 9^th.

Councilmember Kaemingk will be attending the Library Board September 13^th. Councilmember Joplin will not be able to attend the Audit Performance Committee meeting on Thursday Morning and asked for someone to attend the meeting in his place.

Approval of Minutes:

Mayor Colinas opened for consideration approval to confirm the Mayor's appointment of a second alternate of Paula Swisher, City Clerk-Treasurer to the SNOCOM and SERS Boards. Mayor Colinas opened for consideration approval of the Personal Service Contract for Public Works Supervisor with Steven Smith. Steven Smith gave a brief overview and description of his job history. Mayor Colinas opened for consideration approval of the BID to fix the Public Works shop roof by Academy Roofing in an amount not to exceed $5,000.00. Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance No. 446, granting a non-exclusive franchise to MCI Metro for communications systems within the City of Brier. Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas handed out a hard copy of the consolidation agreement between SNOCOM/SNOPAC to the Councilmembers for review prior to the workshop meeting next Tuesday.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the August 2017 Payroll Checks. Motion:Approve the August 2017 Payroll Checks No. 32020 through No. 32038, No. 32098 through No. 32130 and No. 32153 through No. 32171 in the amount of $199,550.45 and voided Checks No. 32130. Moved by Councilmember Steele, Seconded by Councilmember Nick. Motion Carried.

Mayor Colinas opened for consideration approval of the August 2017 Claim Checks. Motion: Approve the August 2017 Claim Check No. 32152, No. 32173, No. 32175 and Claim Checks No. 32176 through No. 32228 in the amount of $428,669.58 and voided Checks No. 32172 and 32174.
